BRIMBANK COMMUNITY STRENGTHENING POLICY
1.0
POLICY AIM AND OBJECTIVES
1.1.
To provide the context for Council’s commitment to community strengthening in
Brimbank.
1.2.
To identify strategic directions that will guide Council’s support for individuals and
community groups to increase community participation, good governance and
accessibility to Council programs and activities.
1.3.
To identify goals and actions to help build stronger and more resilient communities.
2.0
DEFINITIONS OF TERMS BEING USED
‘Community Strengthening’
is the process of building cohesive, inclusive and resilient
communities, which nurture the wellbeing of all members. Strong communities respect and
support all individuals to actively determine, plan and participate in the social, economic,
cultural and environmental aspects of community life and experience feelings of connection,
pride and belonging.
3.0
POLICY STATEMENT AND PRINCIPLES
Council is committed to working with people who live, work and study in the municipality, to
build strong, connected and supported communities. This is underpinned by Council’s
support and encouragement of all individuals and communities to strive to fulfil their
aspirations. Council recognises that the delivery of practical and focussed programs and
equitable access to facilities and resources will contribute towards the development and
sustainability of strong communities and be responsive to local needs.
Council will be guided by the following ten (10) principles when planning and delivering
Council services and activities:
3.1. Availability and affordability
3.1.1.
Programs, activities, facilities and resources will be available for all
people in Brimbank. Programs will be developed in response to
identified community needs and priorities and will be affordable for all
people in the community.
3.2. Accessibility and equity
3.2.1.
Programs, activities, facilities and resources will be planned and
delivered on the basis of equitable access for all people in Brimbank.
3.3. Valuing and respecting diversity
3.3.1.
Programs and activities will be provided in welcoming environments
which embrace and promote cultural diversity.
3.3.2.
Programs, activities, facilities and resources will be planned and
delivered to meet the needs of a diverse community. This includes
diversity of language, religion, ethnicity, gender, socio-economic status,
geographic location, sexuality, ability and age.

3.4. Social and Economic inclusion
3.4.1.
Programs, activities, facilities and resources will support social and
economic participation for all people, actively reaching out to people
who find it difficult to participate and that are often excluded.
3.5. Social connection, wellbeing and lifelong learning
3.5.1.
Programs and activities will be planned and delivered to provide
opportunities for people to build greater skills, community connections
and learning pathways; and that promote physical, mental and social
wellbeing.
3.6. Valuing community contributions
3.6.1.
The contributions of community members and community groups will
be recognised, valued and respected.
3.6.2.
People will be encouraged to contribute to their communities through
offering their time and skills.
3.7. Strengthening and valuing community leadership and participation in local
decision making
3.7.1.
Support and training will be provided to individuals and communities to
strengthen local leadership.
3.7.2.
Information and assistance will be provided to increase knowledge of
community members so they can contribute to their local communities.
3.8. Informing and responding to the community
3.8.1.
Information will be provided in forms that are user friendly and easy to
access.
3.8.2.
Programs, activities, facilities and resources will be improved and
adapted in response to the changing needs and priorities of the
community and, where appropriate, supported by a process of
community consultation.
3.9. Advocacy and Partnerships
3.9.1.
Initiatives will be supported that identify and develop partnership
opportunities that advocate for community issues and needs.
3.10. Continuous improvement and sustainability
3.10.1.
Council will seek and encourage feedback from community members
and groups about programs, activities and facilities.
3.10.2.
Council will support initiatives that encourage self-sustainability in the
longer term.
4.0
SPECIFIC REQUIREMENTS
Community strengthening strategies pursued by Council will involve support and
investment in:
4.1.
Integrating ten (10) Community Strengthening principles by all of Council directorates
in their business planning.
4.2.
Developing communities where all people are able to participate socially and
economically and feel included.

4.3.
Encouraging social and economic participation and inclusion in Brimbank, which are
guided by the vision and directions of the community as expressed in the Community
Plan 2009 – 2030 (Updated 2013), Council Plan 2013 – 2017 (Updated 2014), the
Brimbank Social Justice Charter 2012 and the Economic Development Framework
2012 -2015.
