1 INTRODUCTION
Cultural heritage legislation protecting Aboriginal and non-Aboriginal heritage places
applies in Victoria.
Heritage places can provide us with important information about past lifestyles and
cultural change. Preserving and enhancing these important and non-renewable
resources is encouraged.
1.1 Brimbank Post-Contact Cultural Heritage Study,
2000
The City of Brimbank undertook a Post-Contact Cultural Heritage Study in 1999-2000.
Four volumes of the report documented 137 individual places of significance and eleven
heritage precincts. More than 700 properties and sites were listed in a larger database
compiled from field survey and historical research as part of the first stage of the study.
This database included places of contributory value within the proposed heritage
precincts, and places which either did not come up to the significance threshold for
nominating for including in the planning scheme heritage overlay, of where there were
insufficient resources for full assessment of all sites.
It should be noted that only a partial inventory of contributory places in three of the
precincts, was prepared (Precincts A B1 and B2 in the original study, numbered 4, 5 &
6 in the current Council mapping). This was based on identifying houses listed in
directories, MMBW plans and other historical sources. A further precinct was
considered for the area east of Sunshine Railway Station, but was not pursued due to
resource and time limitations during the study. The database, however, includes places
thought to be contributory to a potential precinct in this area.
1.2 Brimbank Heritage Review 2005
A review of the Heritage Study was requested by the City of Brimbank because of
perceived changes to identified heritage places in the past 5 years. Council undertook an
audit of planning and building permits conducted for the period 1999 to 2005 which has
been used in conjunction with a windscreen survey of individual places and precincts, to
produce this review report.
Anomalies were identified in the listing of contributory places within precincts. The
detailed survey and listing of contributory properties within the precincts was
undertaken in the original study as an add-on, due to concerns by council officers and
the consultants, of the fragmented nature of surviving places which contribute to the
significance of the precincts. This mainly effected the railway station estate precinct and
the McKay housing precincts (A B1 and B2 - these have been renumbered by Council
as Precincts 4, 5 and 6 respectively).
The review has reassessed these properties based on stylistic grounds and the current
condition and integrity of the surviving heritage places. The initial listing was based on
a review of historical sources, primarily the Sands & McDougall post office directories
from the 1910s and 1920s, and MMBW Survey Plans from about 1933.

The review has identified some further places that are of a built style which contributes
to the significance of the period, even though they might have been constructed in a
slightly later period, but in a “retardetaire” style. In some cases the design and
construction may have been some years apart.
In some instances, places have been removed from the list of contributory properties,
because despite the historical sources indicating a construction date in the period of
significance, the surviving house is not stylistically of this period. These places are not
ones where the original house has been demolished or replaced, but where the initial
identification from historical sources was in error, or where the constructed house was
in a style not consistent with the specific criteria which form the significance of the
heritage area. Some properties were also miss-identified due to inadequate base
mapping used in the original survey, lack of house numbers or confusion regarding
property identification or property boundaries. These issues have been corrected as
much as possible in this review.
A small number of places have been demolished or so-altered that they no longer
warrant identification either as individual of contributory heritage places.

2 PRECINCT REVIEWS
The following tables list the contributory places in precincts where detailed survey has
been carried out. These tables list places in several categories:
Contributory heritage places including both those identified in the 2000 heritage
study Precinct Reports, and additional sites from the larger database and review
survey,
Individual heritage places within precincts,
Demolished or extensively altered places which are no longer contributory, and
Non contributory places either of typical significance, or places miss-identified in
the previous study, which do not contribute to the heritage significance of the
precinct, or which have not been sufficiently assessed.
Places identified in the 2000 Brimbank Heritage Study as contributory to the
precincts, but no longer included in the reduced precinct area in relation mainly to
the McKay King Edward Ave. Estate (HO24) and the Wright & Edwards Precinct
(HO 25).
The review has involved remapping and in some cases resurvey of the precincts. The
boundaries of the precincts have been modified from those identified in the original
2000 Brimbank Heritage Study in several respects. Mapping in the original study was
undertaken by the consultants using hand drafting over base plans. The current mapping
has been prepared by the City of Brimbank planning department using their GIS
software. Dominic Di Martino undertook the mapping with input from Alison O’Connor
of the City of Brimbank, and Gary Vines.
The main changes to boundaries are in the Wright & Edwards Estate, which has been
reduced to only the northern part of the original subdivision, and the McKay King
Edward Avenue Estate, which has been reduced on the east and west, where fewer
contributory properties were evident.

2.1 HO19 Commonwealth Munitions Housing Estate
(Heritage Area C in 2000 study)
This is a very intact precinct with mostly only minor changes to houses. The precinct
compliments the similar area of Commonwealth Munitions Department housing on the
east side of Duke Street in the City of Maribyrnong, which has been included in a
Heritage Overlay on the Maribyrnong Planning Scheme (HO 5)

2.2 HO20 Leith Avenue Concrete Housing Estate
(Heritage Area I in 2000 study)
The Leith Ave precinct comprises 12 surviving houses from an original estate of 26,
which still form a very consistent group around an unusual loop road with wide central
park-like median.

The allotment at the west end of the precinct (Number 17) identifies the former extent
of the estate on the south side of Leith Avenue, but the house has been demolished. All
the houses on the north side of Leith Ave, and at 59-61 Hampshire Road, have also been

2.3 HO21 ICI Heritage Area (Heritage Area D in 2000
study)
There are several components in this precinct, including the various parts of the former
ICI explosives and plastics factory and the employees houses and amenities along
Ballarat Road, and set in from Station Road on the west of the site. Substantial
demolitions were occurring in the late 1990s and early 2000s, including the large
managers’ houses on Ballarat Road, several of the factory buildings, the gate house and
other structures.

It is recommended that the precinct is retained and included as a heritage overlay.
It is also recommended that a Conservation Management Plan is prepared, which could
be used as an incorporated document in conjunction with the heritage overlay. This
document could also guide future conservation of the site in the context of the operating
factories, and so allow necessary exemptions for maintenance, repair and new works
that do not impact adversely on the significance of the place.

2.4 HO22 ICI Housing Estate (Heritage Area E in 2000
study)
The initial precinct report did not separately identify contributory places as the vast
majority of houses in the designated area were original houses from the 1950s period.
The Deer Park Kindergarten, although later is relevant, as is the earlier sugar gum
plantation along Station Road, which helps define the estate. Sassella Reserve is also a
key component. The council permit audit identified that some houses had been
demolished including numbers 10, 18 & 36 Millbank Drive and 4 Slough Street.
Reinspection has identified other properties, which have been rebuilt prior to 1999. A
number of houses were reclad in faux brick cement fibre board in the 1970s, but this is
universally applied to the exterior of existing weatherboard, meaning it is quite
reversible.

Other houses of the period are also present on the north side of Dumfries Street, (Numbers 2-26), on the
block along Welwyn Parade (Numbers 19-31, 32-42) north of Salmond Street and along the west side of
Station Road between Dumfries Street and Billingham Road. These are outside of the proposed precinct
boundary. Also the Vic Weaver plantation in the Station Road median, was formerly part of the Albion
Explosives Factory and contributes to the wider landscape character of the precinct.

It is recommended that the precinct is retained and included as a heritage overlay. The
suburb contains several more similar houses. The North side of Dumfries Street and
houses extending along Station Road from Dumfries Street to Billingham Road are also
part of the original ICI estate, while there are a few other houses of the style outside the
proposed precinct boundary. The Deer Park Uniting (Anglican) Church on the corner
of Dumfries and Welwyn Parade is historically linked to the estate, but slightly later.
There is potential therefore to extend the precinct to include these elements.

2.5 HO23 McKay Housing Estate - Durham Road
(Heritage Area B2 in 2000 study)
Precinct 5 comprises the McKay housing estate south and west of the railway line and
represents surviving houses from the period 1900 to the 1930s, when the Harvester
work dominated Sunshine. However, flat development in the 1960s and 70s, demolition
of some houses have left parts of the original estate with only fragmentary surviving
early buildings, and later infill houses are interspersed with irregularly placed period
houses.

modification to the precinct boundaries to reduce the inclusion of non contributory
properties as there are some large areas of demolished and replaced houses within the

2.7 HO25 Railway Station Estate - Wright & Edwards
(Heritage Area A in 2000 study)
The Railway Station Estate has a mix of houses with the small core of late nineteenth
century detached row houses, some timber 1890s and Edwardian style buildings, and
the majority of the early building stock represented by timber Interwar and Californian
Bungalow Styles. A hiatus may be evident between the initial and post WWI
development, with the outer edges of the estate generally having post 1930 building
stock. The initial listing of places was based on directory listings and missed many
“retardataire” houses that are stylistically consistent with the significant theme.

2.8 HO26 War Service Homes (Heritage Area G in 2000
study)
This is an almost entirely intact estate of post WW! Timber houses, originally all
creosoted weatherboard, but now with most painted or reclad. Only a small number of
houses have been demolished or replaced (about 10 out of the 64 originally in the main
estate. There are a few similar houses in surrounding streets, suggesting that the scheme
was extended to include building on individually bought lots from the McKay and other
subdivisions, as well as the specially subdivided land of the main estate.

3.1.4 Recommendation
It is recommended that the listed individual places are included in the Heritage
Overlay.
In two instances, the extent of the existing Heritage Overlay does not conform to that
proposed in the heritage study. The Sunshine Harvester Works overlay (HO 3) was
designated when much of the timber and iron factory was still extant. Only fragments of
this now survive (the Bulk Store, gates and tower) It is therefore recommended that the
overlay be redrawn to reflect these elements.
The other area of disagreement is the Sunshine Harvester Offices, recently included on
the Heritage Register (HO 11 & 18). As a result of a reconsideration of the initial
registration, a further area of the works (the eastern part of the offices and garage to
the south) was included in an interim Heritage Overlay by the City of Brimbank.
Subsequently a planning permit has resulted in the demolition of much of the HO18
identified area. The overlay, therefore could be redrawn to reflect the surviving historic
fabric and sufficient curtilage to ensure compatible infill.
A number of places are currently mapped inaccurately, and corrections are required.

4.1 Keilor Village (Heritage Area H in 2000 study)
Most of the places within the Keilor Village precinct are also individually listed places.
The additional contributory features are rows of trees along Macedon Street, and the
side street, The reserves and parkland such as Bonfield Reserve, and the road reserves
themselves. Particularly the wide reserve of Macedon Street (Old Calder Highway)
itself.

4.1.2 Recommendation:
An Option to a Heritage Overlay may be to provide a Design and Development Overlay
covering the proposed HO precinct area, in conjunction with the HO over individual
places. Most built structures and some reserves and open space in the proposed
precinct are also proposed for individual heritage overlay. The additional contributory
elements, not recommended for individual Heritage Overlay protection, are the Bonfield
Reserve, Council Offices and tree rows in Macedon Street.

4.2.2 Recommendation:
An alternative option to Heritage Overlay protection would be for a Landscape Overlay
control, in conjunction with individual place heritage overlay. This may be an
appropriate means of protecting the character of the Keilor Market Gardens area.
4.3 St. Albans Village Plan (Heritage Area F in 2000
study)
The St Albans Village Heritage Area recognises the unique street pattern from the late
nineteenth century subdivision. Therefore there are no contributory properties included,
only the street layout itself. One individually listed house is within the precinct, while
Padley’s house, is just outside of the precinct.
