The
Waste, Recycling, and Litter Strategy 2018 -2028
was adopted by the Council
in 2018 as a roadmap towards achieving the community’s waste, recycling and litter
management aspirations. A key objective of this strategy is resource recovery and the
minimisation of waste going to landfill.

Vision and Objectives
Reduced recycling contamination from 26% to 13%.
Council’s long term strategic objective is to achieve a
contamination rate of below 7%.
Household Collection Services
Increased the financial incentive to adopt a smaller
garbage bin.
There is a saving of $89/year for households which
downsize from 140 litres to an 80 litre bin.
410 garbage bins downsized and 95 new requests for
80 litre bin.
Hard Waste Collections
Introduction of a new improved hard waste collection
service starting 1 July 2019.
The previous annual collection has been replaced with a more
convenient and flexible ‘at call’ service.
Under the new service, Council has set a minimum recycling rate
of 20% for the amount of material which is recovered/ recycled.
Recycling Centre and Other
Opportunities Services
Expansion of the range of materials received at the
Recycling/ ‘Detox’ Centre at Keilor Park .
In response to a State Government ban on the disposal of
e-waste to landfill from 1 July 2019, Council has expanded the
capacity of its Resource Recovery Centre at Keilor Park to
accommodate this requirement.
A ‘Pop-Up’ Drive Through Recycling Day was held on
Sunday 31 March 2019.
This inaugural event, held at JR Parsons Reserve, Sunshine,
resulted in the recycling and processing of 21,000 kg of
whitegoods, e-waste, bicycles, furniture and mattresses from
368 participants (car loads).
In 2018 /2019 Brimbank City Council delivered the following strategic goals:
Council Sites
Equip all Council sites with durable crockery and
washing facilities.
Rollout commenced at Brimbank Community and
Civic Centre in Sunshine.
Litter and Dumped Rubbish
Extension of enforcement activity focusing on illegal dumping hotspots.
Includes the installation of fixed cameras and use of mobile surveillance
cameras at known dumping ‘hot spots’.
The appointment of an additional Litter Enforcement Officer.
150 Litter Infringements Notices issued (fines ranging from $322 - $1900). In
addition, Council recoved over $13,500 in Court convictions and fines.
‘Stop the Rubbish’ campaign promoting that Council is clamping down on
illegal rubbish dumping and litter in Brimbank, and has authority to prosecute
offenders.
Advocacy
Advocate for tighter regulation of the waste management industry
including a push for increased penalties and clean up requirements for
commercial dumping.
Includes submissions to the State Government regarding:
• Parliamentary Inquiry into Recycling and Waste Management;
• Introduction of Container Deposit Legislation;
• Recovering and reprocessing resources from waste;
• Re-evaluate current waste and resource recovery services.
Education and Awareness Programs
Enhanced community awareness with a
strong focus on waste reduction and low
contamination of recycling.
Expansion of the Brimbank ‘Gems’ Recycling Program.
The appointment of an additional Waste
Education Officer.
New artwork installed on Waste Collection vehicles
to promote waste wise message.
A Waste education calendar was developed.
Council was successful in receiving a grant to promote
the State Government’s ban on e-waste being sent to
landfill from 1 July 2019.
Introduced improved Home Composting Program in
2019 which makes it easier and inexpensive to compost
and manage food and garden waste at home.
