Infrastructure Plan 2018-2038 (Infrastructure Plan) and Community Services and
Infrastructure Planning Major Policy 2018 (Major Policy).

conflicts of interests to declare.
Issue For Consideration
J.R. Parsons Recreation Reserve is a key recreation reserve for the Sunshine District. The
draft J.R. Parsons Reserve Community Vision and Site Plan (draft Plan) has for been out
for community consultation. The draft plan has had minor changes based on community
feedback and is presented to Council to consider adoption of the final draft J.R. Parsons
Reserve Community Vision and Site Plan (final draft Plan).
Background
At its Ordinary Council Meeting on 25 June 2019, Council resolved:
That Council:
a. Endorses the draft J.R. Parsons Reserve Community Vision and Site Plan, at
Attachment 1 to this report, and Summary Report, at Attachment 2 to this report,
for community consultation for a four-week period and invites written submissions.

b. Receives a further report detailing any submissions received on the draft J.R.
Parsons Reserve Community Vision and Site Plan and Summary Report and
presenting a final draft J.R. Parsons Reserve Community Vision and Site Plan for
consideration.
Consultation
Consultation on the draft Plan commenced on 1 July 2019 and closed on 29 July 2019.
Extensive promotion of the draft plan and opportunity to provide feedback took place via
direct contact with key stakeholders, a media release, information on Council’s website
and social media, and a workshop for tenant sports clubs and Councillors.
Council received 318 written submissions.
Most of the feedback directly related to individual club facilities from those involved in
the tenant sports clubs:
The majority (217) of written submissions were from Albion Football Club past or
present members. Of these 92 per cent of respondents opposed the removal of the
existing football pavilion and the seasonal sharing of a new centrally located shared
community pavilion with Grand United Cricket Club. This feedback was based on the
Albion Football Club funding and building their own pavilion, and the Club’s
perspective that 12-month access will be required for it to be financially sustainable.
Current and past members of the Grand United Cricket Club accounted for 42
submissions. Most feedback strongly supporting a new centrally located shared
community pavilion with the Albion Football Club.
The general community accounted for 41 responses. The feedback strongly
supported the draft Plan, the increased hierarchy of the playground, access to public
toilets, new shared walking paths and access to a shared community pavilion.
Current members of the Sunshine Park Tennis Club accounted for 12 responses,
which strongly supported the draft Plan. The feedback provided was related to
fencing in the tennis court areas and the pavilion, to enable children to play in a
secure space while parents were playing tennis.
State sporting associations and leagues provided six responses. They were all
supportive of the overall draft Plan.

Analysis
After reviewing the feedback received during the community consultation period and
completing a further internal review, the following changes have been made to the final
draft Plan:
The addition of ball protection fencing at both ends of oval 2, and possible ball
protection options for the eastern side of oval 2, pending the Melbourne Airport Rail
Link design.
The addition of a competition netball court functionality to the proposed multipurpose
court.
Storage added to the new cricket net area for cricket equipment.
Final tennis court surfaces to be decided in consultation with Sunshine Park Tennis
Club and Tennis Victoria when being constructed.
Reserve improvements grouped into short, medium and long-term options, to
provide clarity about the proposed timing of works.
No changes are recommended to the proposed consolidation of buildings on site under
the final draft Plan. Council’s approach to the planning and provision of community

facilities is in line with current industry best practice and Council policy including the
Development Plan, Infrastructure Plan and Major Policy, to ensure community facilities:
Are accessible to as many residents as possible
Have equitable usage for everyone
Are flexible for a wide range of diverse uses
Are financially sustainable
Ensure maximum and efficient use.
The final draft Plan includes a staged implementation plan to enable works to be
undertaken when Council budget is available.
There is further opportunity for Council to engage with tenant sporting clubs and the
community through the final draft Plan implementation process, with a communications
plan to be developed to ensure ongoing strong community engagement.

Community:

• Yes – The community surrounding J.R. Parsons Reserve will benefit greatly through
enhanced sporting and community facilities at the site. Following strong community
engagement in the development of the final draft Plan, it is expected the final Plan will
be viewed positively by the broader community. Consideration must be given to working
closely with the Albion Football Club and Grand United Cricket Club during the design
and transition to a shared pavilion to address matters raised by club members through
the community consultation phase.
Financial:
significant financial impacts
• Yes – The implementation plan considers a staged approach to enable works to take
place when Council budget is available. Short term projects are well supported through
the Development Plan and Long-Term Financial Plan. However, there is a funding gap in
medium and long term projects that will need to be considered.
Regulatory:
legal, legislative or regulatory implications including the rights/obligations
of stakeholders
• Yes – The buildings at J.R. Parsons require replacement to ensure they meet all
legislative and regulatory requirements, and are accessible for all members of the
community.
Safety
: health, safety or duty of care impacts
• Yes – Upgrading facilities at J.R. Parsons Reserve will ensure high quality facilities
provide a high level of safety to the community.
There are no Environmental risks identified.
Officer Recommendation
That Council:
a. Having considered submissions received on the draft J.R. Parsons Reserve
Community Vison and Site Plan, adopts the final draft J.R. Parsons Reserve
Community Vision and Site Plan, at Attachment 1 to this report.
b. Notes the projects identified in the final draft J.R. Parsons Reserve
Community Vision and Site Plan, will be referred to Council's annual budget
processes for consideration.

c. Writes to submitters thanking them for their submissions on the draft J.R.

decision.
