EXECUTIVE SUMMARY
Trafficworks has been engaged by Brimbank City Council to undertake a Car Parking Management
Plan for the Sunshine activity centre. The Car Parking Management Plan was developed to provide
guidance to Council in management of their existing car parking across the activity centre to
improve car parking efficiency before increasing provision of additional car parking spaces. The
Car Parking Management Plan also integrates the Brimbank Parking Strategy findings and actions
to improve car parking efficiency.
From the Brimbank Parking Strategy, action and reference includes:
•
Action 1.1: Develop and implement Parking Management Plans for activity centres
•
Appendix A: Hierarchy of priority users for public space.
The Car Parking Management Plan aims to achieve the objectives of the Brimbank Parking Strategy
which includes:
•
Parking is readily available and well located for those who need and value it most
•
Parking supply is well-designed and efficiently utilised within the activity centre
•
Residential on-street parking is efficiently utilised and, where scarce, is actively managed
to prioritise the needs of residents
•
Demand for on-street parking minimises undue negative impacts on local residents
•
On and off-street parking facilities are efficiently utilised with sharing across multiple user
groups.
The Car Parking Management Plan, in reference to the Brimbank Parking Strategy was undertaken
to:
•
Assess current car parking conditions
•
Assess the car parking survey results for each activity centre
•
Review the car parking occupancy and duration
•
Assess complaints from the community relating to car parking for each activity centre
•
Identify and address car parking issues for each activity centre
•
Prepare recommendations for the car parking management of each activity centre.
From the analysis undertaken and in conjunction with site observations and consultation with
council officers, it has been identified that changes are required for 48 on-street and off-street car
parking areas within Sunshine activity centre. These 48 car parking areas identified are in
conjunction with the
Appendix C.5 -
Intervention triggers for parking control’
of the Brimbank
Parking Strategy.
Each car parking area was given a priority score based on the level of occupancy, compliance,
vehicle turnover and number of car parking concerns from the community. The priority score
provides a ranking for which car parking areas require action.
For each of the 48 car parking areas identified, recommendations have been suggested based on
the level of occupancy, compliance, vehicle turnover, car parking concerns and complaints. The
recommendations for on-street and off-street car parking generally include:

Increased parking enforcement required within the area
•
Linemark car parking bays
•
Maintenance of linemarking and signage
•
Implement and / or change current parking restrictions
•
Implement parking restrictions with resident permit parking
•
Consistent time period of parking restrictions
•
Implement directional signage to direct patrons to off-street car parking locations
•
Provide additional disabled parking bays
•
Provide additional loading zones
•
Introduce formal pick up / drop off zones
•
Distribute commuter parking overflow throughout the area
•
Installation of parking overstay detection systems (PODS)
•
Restrict parking to one side for car parking congested roads.
The recommendations provided are for Council owned on-street and off-street car parking spaces
and should be subject to consultation with the community and local residents Sunshine activity
centre.

1 INTRODUCTION

2 BACKGROUND
2.1 Subject site
Sunshine activity centre is located approximately 12 km west of Melbourne CBD. The activity centre
provides a mix of commercial, retail and residential land uses and is a community town centre,
shopping centre precinct and public transport hub for local residents and visitors. The key transport
network within the activity centre include Ballarat Road, Mclntyre Road, Anderson Road,
Hampshire Road as well as the Sunshine railway station.
The Sunshine railway station provides a key public transport mode and services the following lines:
•
Sunbury train line which provides a connection between Sunbury and Melbourne CBD
•
Ballarat regional train line which provides a connection between Ballarat and Melbourne
CBD
•
Bendigo regional train line which provides a connection between Bendigo and Melbourne
CBD
•
Geelong regional train line which provides a connection between Geelong and Melbourne
CBD
The study area includes Council owned car parking spaces within the Sunshine activity centre, and
extends to the surrounding residential areas. The boundaries for each activity centre for the car
parking management plan were identified by Council based on the following:
•
10-minute walking distance (approximately 500 m) from key attractors such as the railway
station and the Sunshine CBD (Hampshire Road)
•
Sunshine Metropolitan Activity Centre as defined by Brimbank Strategic Planning and
Development
•
Existing parking issues on the fringes of the activity centres.
The study includes all of the Council owned on-street car parking on the arterial and local roads,
and selected publicly available off-street car parking areas within each activity centre as outlined
in Figure 1.
The Sunshine activity centre consists of two areas. Roads marked in blue in Figure 1 are referred
to as the central district which predominantly includes commercial, retail premises, community
and employment land uses and the activity centre railway station. The outer area consists of
predominantly residential dwellings and education facilities. The off-street car parking areas are
marked by the yellow vehicle icons. The overall study area for each activity centre is highlighted in
red.

3.1 Car parking surveys
Car parking occupancy and duration surveys were undertaken for the Sunshine activity centre on
the following days:

3.2 Car parking occupancy
Car parking occupancy percentages can generally be summarised as indicated in Table 1.

Due to the large amount of data collected within each of the study areas, a summary of the
Sunshine activity centre car parking occupancy is provided, rather than for individual street
locations. The car parking occupancy for each individual road location within the study areas are
presented in Attachments B and C.
A summary of the peak hour car parking occupancies within the central and outer areas is shown
in Figures 2 - 7. The peak hour car parking occupancies were taken as the combined occupancy of
both sides for on-street car parking.
Central district
A summary of the car parking occupancy survey results for Thursday 27 June 2019 between 7.00
am
–
5.00 pm revealed that the peak car parking demand occurred between 11.00 am
–
11.30
am, where 699 car parking spaces were occupied and 202 car parking spaces were available. This
equates to an occupancy level of 78%, indicating a moderate to high level of parking demand.
However, in reference to Table C1 in Attachment C, the car parking occupancy within some
individual roads and car parking areas exceeded 80% during this time, indicating a high level of
car parking demand in these specific areas. These include:

Private car parks
Private car parks, in addition to council car parking spaces, were surveyed to provide an overview
of the car parking occupancy for the entire Sunshine activity centre. Privately owned car parks
within the Sunshine activity centre were also surveyed with aerial spot surveys completed at 11.00
am and 1.00 pm for each of the private car parks. The car parking occupancy results for the private
car parks are shown in Table 2. It should be noted that Brimbank City Council has no power of
delegation in implementing or changing parking restrictions within privately owned car parks.

A summary of the car parking occupancy survey results for Thursday 27 June 2019 between 7.00

5.00 pm revealed that the peak loading zone parking demand occurred between 11.00 am

11.30 am and 12.30 pm

1.30 pm, where 12 loading zone spaces were occupied and 8 loading
zone spaces were available. This equates to an occupancy level of 60%, indicating a moderate
level of loading / unloading parking demand within the central district.
The overall loading zones within the outer area were assessed, however these loading zones were
found to be under-utilised throughout the survey period.

Disabled Access Car Parking
A summary of the car parking occupancy survey results for Thursday 27 June 2019 between 7.00
am

5.00 pm revealed that the peak disabled access car parking demand occurred between
12.00 pm
–
1.00 pm, where 20 disabled access car parking spaces were occupied and 9 disabled
access car parking spaces were available. This equates to an occupancy level of 74%, indicating a
moderate to high level of disabled access car parking demand within the central district.
The overall disabled access car parking within the outer area were assessed, however these
disabled access car parking spaces was found to be under-utilised throughout the survey period.

3.3 Car parking duration
Car parking duration surveys were undertaken to coincide with the car parking occupancy surveys
as outlined in Section 3.1 to identity the duration of stay of each parked vehicle within the study
areas. The car parking duration surveys for each of the study areas revealed that the majority of
vehicles parked for less than one hour within the central district, and for less than two hours within
the outer area.
The summaries of the car parking durations within the central district and outer area are shown
below with individual road location data presented in Tables D1, D2 and D3 of Attachment D.

3.4 Car parking compliance and average duration of stay
The car parking compliance and average duration of stay was derived from the car parking duration
surveys to identify the average duration of stay and percentage of vehicles overstaying the parking
restrictions. The car parking compliance assessment was analysed for the survey periods between
7.00 am
–
5.00 pm, as the majority of the parking restrictions apply within this period.
The summaries of the car parking compliance and average duration of stay within the central
district and outer area are shown below with individual road location data presented in Tables E1
and E2 of Attachment E.
It should be noted that duration surveys were conducted at 30-minute intervals for the central
district and 2-hour intervals for the outer area. For parking restrictions less than 30 minutes, it was
conservatively assumed the vehicles parking for less than 30 minutes are compliant within the
central district. For parking restrictions less than 1 hour, it was conservatively assumed the
vehicles parking for less than 2 hours are compliant within the outer area.

3.5 Car parking turnover
Car parking turnover can generally be summarised as indicated in Table 3.

The car parking turnover assessment was derived from the car parking duration surveys in section
3.3 of this report to identify the average vehicle turnover. The utilisation of time restricted car
parking spaces was also determined within the overall survey period. The car parking turnover and
utilisation assessment were analysed for the survey periods between 7.00 am
–
5.00 pm, as the
majority of the parking restrictions apply within this period.

3.6 Complaints relating to car parking
Council officers have provided car parking enquiries within the Sunshine activity centre for the last
five-year period (between 2015
–
2019). The enquiries were assessed to determine the car parking
related concerns and complaints for on-street car parking spaces for both the central district and
outer areas.
The car parking related concerns and complaints were used to identify additional car parking
issues not outlined in section 3.2
–
3.5 based on survey results. Other car parking complaints
raised provide a local perspective on further car parking issues such as illegal parking, incorrect
use of a car parking spaces and lack of available car parking spaces during specific peak times.
These car parking complaints were categorised into four key car parking issues and were utilised
in determining whether additional interventions are required for a road length based on the type
and frequency of the car parking complaints.
The car parking concerns and complaints are summarised below for each activity centre with Venn
diagrams outlining key parking issues for the road locations. These concerns are categorised as
follows:
•
Illegal parking / enforcement issue
•
Competing parking demand / low parking supply
•
Request for residential permit parking
•
Car parking congestion.
It should be noted that some of the complaints may include road lengths outside of the study area.

4 RECOMMENDATIONS
Following the review of the existing car parking occupancy, car parking compliance, vehicle
turnover and car parking enquiries within the study areas, recommendations for the Sunshine
activity centre has been investigated.
From the analysis undertaken and in conjunction with site observations and consultation with
council officers, it has been identified that changes are required for 48 on-street and off-street car
parking areas within Sunshine activity centre. These 48 car parking areas identified are in
conjunction with the
Appendix C.5 -
Intervention triggers for parking control’
of the Brimbank
Parking Strategy. A summary of the car parking intervention triggers is shown in Table 4.
Car parking concerns and comments for individual car parking areas for Sunshine activity centre
are shown in Tables F1 and F2 of Attachment F.

4.1 Car parking priority score
Each car parking area was given a priority score based on the level of occupancy, compliance,
vehicle turnover and number of car parking concerns from the community. The priority score
provides a ranking for which car parking areas require action. A summary of the car parking priority
score is shown in Table 5.

The priority score was calculated based on the weighted average of the four categories above in
respect to the car parking supply for each car parking area. For locations with car parking on two
sides of the road location, a weighted average of the supply was applied to determine the
occupancy level score. Similarly, for locations with multiple car parking restrictions, a weighted
average of the supply was also applied to determine the compliance and vehicle turnover level
score.
It should be noted that car parking locations that include unrestricted parking and / or residential
permit parking only, are not considered in the compliance and vehicle turnover assessment and
therefore these categories were excluded from the calculation of the priority score.
Similarly, for the car parking locations with no available parking such as no parking zones and no
stopping zones, the occupancy level category was also excluded. Car parking concerns and
complaints were only provided for on-street car parking. As such, the parking issues category was
not included as part of the priority score calculations for off-street car parking.

It was indicated by Council there is a stronger preference to address the car parking issues within
the central districts compared to the outer areas. This is due to the central districts generating a
greater car parking demand and accommodating more car parking compared to the outer areas.
Therefore, an additional factor of 1.5 was applied to car parking locations within the central district
of the activity centre.
The summaries of the priority scores for the Sunshine activity centre are shown in Figure 25 with
individual car parking location details and scores presented in Tables F1 and F2 of Attachment F.

Attachment G.

4.2 Car parking recommendations
For each of the 48 car parking areas identified, recommendations have been suggested based on
the level of occupancy, compliance, vehicle turnover, car parking concerns and complaints.
These recommendations are intended to assist in the management of existing car parking spaces
to achieve the car parking management plan objectives and with the
Hierarchy of priority users for
public parking
spaces of the Brimbank Parking Strategy. The car parking recommendations also
considers the six principles of the Brimbank Parking Strategy, which includes:
•
Fairness: parking policy and management tools will be implemented with transparent
processes. Parking will be allocated fairly and enforcement of parking rules will not impose
undue costs to users.
•
Access for all: car pa
rking will facilitate access to places and people for Brimbank’s
community and will meet the needs of people with special access requirements.
•
Affordability: car parking will be provided in an efficient and cost-effective manner that
represents best value to Council
•
Management first: existing car parking assets and resources will be managed to improve
efficiency before increasing provision.
•
Sustainability: parking policy will support a shift to sustainable travel modes and minimise
the environmental impact of cars and car parking facilities.
•
Quality urban places: the location, configuration and design of car parking facilities will
contribute to attractive, safe and socially and economically vibrant streets and
neighbourhoods, and respect local heritage.
The recommendations for on-street and off-street car parking generally include:
•
Increased parking enforcement required within the area
•
Linemark car parking bays

Maintenance of linemarking and signage
•
Implement and / or change current parking restrictions
•
Implement parking restrictions with resident permit parking
•
Consistent time period of parking restrictions
•
Implement directional signage to direct patrons to off-street car parking locations
•
Provide additional disabled parking bays
•
Provide additional loading zones
•
Introduce formal pick up / drop off zones
•
Distribute commuter parking overflow throughout the area
•
Installation of parking overstay detection systems (PODS)
•
Restrict parking to one side for car parking congested roads.
A detailed summary of recommendations for each individual car parking area within the Sunshine
activity centre is provided in Attachment F. The recommendations provided are for Council owned

on-street and off-street car parking spaces and should be subject to consultation with the
community and local residents for the Sunshine activity centre.
It is recommended that the car parking areas with low to no priority are to be monitored and
reviewed to address any car parking spillage or non-compliance of parking restrictions as a result
of the proposed recommendations.
The implementation of recommendations for the remaining on-street and off-street car parking
locations within the study area for the Sunshine activity centre is not required at this time. However,
it is recommended that council continue to monitor the level of parking occupancy, compliance
and parking concerns and complaints of these remaining areas, and re-assess the requirement for
any action following the implementation of the recommendations.
A summary car parking treatment plan of the Sunshine activity centre is provided in Attachment H,
outlining key recommendations along the identified 48 car parking areas with potential
surrounding areas requiring additional treatment for future consideration.
