Waste, Recycling, and Litter Strategy 2018 -2028
was adopted by the Council
in 2018 as a roadmap towards achieving the community’s waste, recycling and litter
management aspirations. A key objective of this strategy is resource recovery and the
minimisation of waste going to landfill.

Vision and Objectives
Achieve reduced garbage and increased recycling for a 50% diversion rate.
Increased recycling diversion rate from 37% to 42%.
Reduced recycling contamination from 26% to 13%.
Household Collection Services
Increased the financial incentive to adopt a smaller garbage bin.
There is a saving of $89/year for households which downsize
from 140 litres to an 80 litre bin.
Negotiated medium term recyclables processing services agreement
(following the collapse of SKM Recycling (Victorian Recycling Industry Crisis).
Maintained ‘business as usual’ as far as practical for all residential kerbside
waste collection services during COVID-19 pandemic
Hard Waste Collections
Review cost/ benefit of implementing an ‘at call’ service as standard.
Introduced a new ‘at call’ hard waste collection service including improved on
line booking system on 1 July 2019.
Delivered around 22,500 services (no charge and charged) resulting in the collection
of approximately 4,000 tonnes of hard waste.
Achieved a recyclable component of up to 26% per month.
Recycling Centre and Other Opportunities Services
Expansion of the range of materials received at the Recycling/ ‘Detox’ Centre.
Expanded range of items accepted at Resource Recovery ‘Detox’ Centre to
include paper, cardboard and bicycles.
Established E-waste drop-off points for small items (batteries, globes,
mobile phones and accessories) at Council libraries.
Adopt ‘pop up’ recycling drop off service in other population centres.
Established combination of recycling hubs and ‘pop-up’ mobile recycling
trailers at Sunshine Leisure Centre, Deer Park Library, Sunshine West
Community Centre, Westvale 4Community Centre, St Albans Leisure Centre
and Balmoral Park to accept E-Waste, clothing, paper and cardboard.
Conducted ‘Detox Your Home’ initiative on Saturday 15 February resulting in
the collection of over 3 tonnes of hazardous unwanted household chemicals.
Conducted ‘pop-up’ drive-through recycling day on Saturday 30 November
at Victoria University in St Albans.
In 2019 /2020 Brimbank City Council delivered the following strategic goals:

Council Sites
Equip all Council sites with durable crockery and washing facilities.
Expanded the roll-out of durable crockery and washing facilities to other Council sites.
Installed industrial scale worm farm at the Brimbank Community and
Civic Centre to recycle organic waste on site.
Litter and Dumped Rubbish
Extension of enforcement activity focusing on illegal dumping hotspots.
Continued installation of fixed and mobile surveillance cameras and signage
at known dumped rubbish ‘hot spots’.
Completed bus stop litter bin audit.
Extended memorandum of understanding with Environment Protection
Authority (EPA) for ‘Officers for the Protection of the Local Environment’
initiative until 30 June 2020.
Advocacy
Advocate for tighter regulation of the waste management industry
including a push for increased penalties and clean up requirements for
commercial dumping.
Made submissions /contributions to the State Government regarding:
• Development of ‘Recycling Victoria – A new economy’.
• Recovering and Reprocessing Resources from Waste Study.
• EPA Act Review - increased penalties for commercial dumping
(participation in review panel).
Education and Awareness Programs
Maintain a well-planned diverse education and awareness effort with a strong focus on waste reduction and
low contamination of recycling.
Developed virtual online calendar of environment events.
Provided online gardening and home composting
workshops and webinars as well as online composting
and worm farm tutorials.
Delivered ‘home composting program’ to over 600
households in addition to face to face workshops, and
information stalls.
Delivered ‘Worm Farms for Schools’ program with six
schools now engaged in composting their organic waste.
Developed social media campaigns aimed at improving
kerbside recycling habits.
Promoted ‘Back to Earth’ initiative aimed at reducing
contamination in the green waste recycling stream.
Launched ‘Give a Bike’ bike donation initiative aimed at
providing bikes to local people in need.
Promoted ‘Recycling Right’ community engagement
and behaviour change campaign.
Supported Clean Up Australia Day on 1 March 2020.
Received Community E-waste Education Grant for
the establishment of drop-off points throughout the
community.
Delivered ‘Garage Sale Trail’ initiative, held on 19 &
20 October 2019. For its efforts the Council received
the 2019 Community Engagement Award (out of 140
councils Australia wide).
Developed ‘Business Sustainability Program’ (Currently
on-hold due to COVID-19 restrictions).
Promoted ‘Plastic Bag Ban’ initiative on social media.
Promoted ‘Plastic Free July’ initiative on social media and
ran a Plastic Free Living Workshop for the community.
