Transforming Brimbank
Program
Brimbank and
Melbourne’s West is about to
see billions of dollars of development and
infrastructure being delivered over the
coming decade in a way that will transform
our city. The majority of investment and
transformational change is planned to occur
in the
Sunshine Precinct, which may have up
to 43,000 additional residents and an
additional 29,000 jobs created by 2051.
The Transforming Brimbank
program aims to
leverage this investment to
deliver meaningful
and
generational change for our community.
Brimbank aims to
do this by working closely
with key stakeholders as well as the
community, to ensure that all investment will
invest in people and place and not just
projects.
The ‘Together We Are Brimbank’ Council Plan
2021-2025 identifies Transforming Brimbank
as one of three main Council priorities. The
Transforming Brimbank program is a key
opportunity to deliver outcomes of a
significant scale on the other two Council
priorities of Social Justice and Climate
Emergency.
There are three main Council policies which
guide the Transforming Brimbank program:
- Sunshine Priority Precinct 2050 Vision
- Brimbank Advocacy Plan 2022

Melbourne Airport Rail Link and

2021/2022 Achievements &
Milestones
Melbourne Airport Rail
In June 2021, the Melbourne Airport Rail
project update is released and the Expression
of Interest process begins for builders of the
Sunshine to Albion package.
In December 2021, the Planning Minister
determined that no Environmental Effects
Statement (EES) would need to be prepared
for the
Project, Rail Projects Victoria (RPV) will
instead seek planning
approval for under Rail
Projects provisions (Clause
52.36).
Let’s Build It Better Together Advocacy
Campaign
Following the announcement of the
Melbourne Airport Rail scope, Council resolve
in June 2021 to launch a community petition,
outlining Council advocacy position regarding
Sunshine Precinct and Melbourne Airport Rail.
In September 2021, Council launched the
‘
Let’s Build It
Better Together Advocacy
Campaign’ which included the formal petition
as
well as the release of an advocacy
document which outlined key asks.
The State Government has since:
- Released the Sunshine Precinct
Opportunity Statement,
demonstrating the State
Government’s commitment to the
Sunshine Precinct
- Established the Sunshine Precinct
Community Reference Group, and
- Begun the development of the
Sunshine Station Masterplan
There are a number of key asks still to be
met, namely the full funding of the Sunshine
Station Masterplan as well as the
redevelopment of Albion Station and the
surrounding precinct.
Sunshine Precinct Community Reference
Group
The Sunshine Precinct Community Reference
Group was first announced by State
Government in June 2021.
The Community Reference Group will inform
the planning and development of the
Sunshine Precinct over time.
Brimbank City Council has two representatives
on the Community Reference Group, the
Mayor and the Director City Development.
Sunshine Station Masterplan
The Sunshine Station Masterplan was first
announced by State Government in June 2021.
Two rounds of community consultation have
been undertaken by the Department of
Transport (DoT), with the first round seeking
feedback on principles in August 2021 and the
second round seeking community feedback on
the nine key ideas in March/April 2022.
A final Draft Sunshine Station Masterplan will
be released later in 2022.
Following the release of the final Draft
Masterplan, officers will present a report to
Council to seek a formal position.
Sunshine Precinct Opportunity Statement
The Sunshine Precinct Opportunity Statement
was released by State Government in
November 2021.
The Opportunity Statement outlines the
State’s vision and objectives for the Sunshine
Precinct, as well as establishing a boundary
and key sub-precincts. The State Government
vision is that ‘Sunshine will be the centre of
Melbourne’s booming west.’

The Opportunity Statements also outline a
target case for employment and residential
population growth by 2051, with a target of
an additional 29,000 jobs and 43,000
residents above the current state.
Draft Western Metro Framework Plan
The Draft Western Metro Framework Plan
released by the Department of Environment,
Land, Water and Planning (DELWP) states
that both the Sunshine NEIC and Sunshine
Metropolitan Activity Centre are ‘Places of
State Significance’ identified for ‘state-led
planning’. DoT is identified as leading whole
of- government delivery and coordination for
Sunshine.
Council endorsed a submission to the Draft
Western Metro Framework Plan on 19
October 2021, which was then submitted to
DELWP for its consideration. The final
Framework Plan is yet to be released.
Brimbank Transport Priorities Paper 2022
The update of the Brimbank Transport
Priorities Paper was adopted by Council in
April 2022.
The updated paper provides a summary of
the key transport-related issues that are
important to the Brimbank community and
acts as a guideline for Council’s transport
services advocacy and infrastructure
provision within the municipality and the
western metropolitan region.
The paper informs and further expands upon
the key transport priorities associated with
the Transforming Brimbank program.
B
rimbank Advocacy Plan 2022
The Brimbank Advocacy Plan 2022, adopted
by Council in March 2022, defines Council’s
key advocacy priorities for the immediate and
medium term.
The Advocacy Plan was developed with
significant input from Councillors, aligning
with
the themes and objectives of the
‘Together We Are Brimbank’ Plan.
The priorities are ranked from top or ‘Gold’
level, to Silver, Bronze and Business As Usual
(BAU) priorities.
Transforming Brimbank is one of two Gold
Priorities, along with
Mental Health. The
following major investments are identified in
the Advocacy Plan:
Sunshine Priority Precinct
Sunshine Superhub
Albion Station
Albion Quarter
Sunshine Energy Park
Integrated Transport
Sunshine Regional Platform
In
February 2022, the State Government
announced that RPV will be building a new
regional platform at Sunshine Station. This
will include building a
new platform on the
south-western side of the Station, extending
the existing concourse with a new entry, as
well as
relocating the jet fuel pipeline.
The new regional platform will provide a
dedicated platform for regional commuters to
visit
Sunshine or interchange with other
services, and will support Sunshine Station’s
transformation into a transport superhub.
Work on the
new regional platform is
targeted to
start in 2023 and be completed in
2026, subject to all relevant approvals.

Calder Park Drive Level Crossing
In July 2021, the State Government
announced funding to remove the Calder Park
Drive Level Crossing by 2025. The level
crossing would be replaced with a new road
bridge over the existing rail line.
In June 2022, Council adopted the Calder Park
Drive Level Crossing Removal Project Urban
Design Principles.
Deer Park Corridor Level Crossings
The level crossings at Mt Derrimut Road
and Robinsons Road in Deer Park,
and Fitzgerald Road in Ardeer will be removed
along the Geelong and Ballarat lines.
The final designs were announced in March
2022, for the $234 million Mt Derrimut Road
project which included the elevated rail
bridge, a new Deer Park station and a new bus
interchange, as well as two forecourts, a roof
top garden and generous bike storage.
Construction has been fast tracked, with
all
three level crossings to be removed by 2024.
Sunshine & St Albans Car Parking Overlays
A
Parking Overlay has been prepared for both
Sunshine and St Albans Activity Centres. If
approved the
parking overlays will set out
rates for the provision of car parking when a
new use commences, or when the
floor area
of an existing use increases.
The Amendment was exhibited between
Thursday 17 March and Monday 18 April
2022.
A report summarising the outcomes of the
exhibition process, and the next steps to
progress the
Amendment was reported to
Council on 19
July 2022.
Sunshine Private Hospital
Construction of the $140
million Sunshine
Private Hospital started in April 2021. The
outer structure was completed in March 2022
and the hospital is planned to be opend in
2023, creating 530 jobs.
The development will include a 30-bed
medical and
surgical ward, endoscopy suite,
high dependency beds and a mental health
inpatient unit.
The hospital is within the Sunshine Health,
Wellbeing and Education Precinct which
includes the
Sunshine Hospital, the new Joan
Kirner Women’s and
Children’s Hospital and a
$51 million health teaching and training
campus.
Sunshine Transport Precinct Activation
Program
As
part of the State Government’s Building
Works package to support Victoria’s economic
recovery, Brimbank City Council has been
provided with $2.767 million for the delivery
of a range of active transport projects across
the
Sunshine Precinct.
Sunshine & St Albans Outdoor Activation
Precincts
Council has received $275,000 of State
Government funding, through the Outdoor
Activation Fund, to install two new outdoor
activation precincts, whichhave been
delivered in Sun Crescent in Sunshine and
in
Alfrieda Street in St Albans.
Enjoy Local - Brimbank
Council has received $300,000 of State
Government funding, through the Outdoor
Activation Fund, to provide a range of
initiatives to
activate outdoor precincts and
support local businesses and
shopping strips.

Projects
Sunshine NEIC Economic Strategy
Plan Melbourne states that the State
Government will lead the development of an
Economic Strategy for Sunshine NEIC.
It is understood that an Economic Strategy for
the Sunshine Precinct will be developed over
the coming 12 months, with an opportunity
for Council’s input at key stages.
The development of the
Economic Strategy
will be guided by the State Government’s
Precinct Opportunity Statement, as well as
other key technical inputs.
Council officers have prepared a number of
technical reports, as well as the Sunshine
Priority Precinct 2050 Vision and other key
adopted Council policies to proactively inform
the development of the Economic Strategy.
Sunshine NEIC Framework Plan
Plan Melbourne states that the State
Government will lead the development of a
Framework Plan for Sunshine NEIC.
A
Draft Framework Plan was previously
developed by the Victorian Planning Authority
(VPA) in March 2017.
It
is understood that new Framework Plan for
the Sunshine NEIC will be developed over the
coming 12 months, with an opportunity for
Council’s input at key stages.
Council officers have prepared a number of
technical reports, as well as the Sunshine
Priority Precinct 2050 Vision and other key
adopted Council policies to proactively inform
the
development of the Framework Plan.
Albion Precinct Planning
The Sunshine Precinct Opportunity Statement
outlines three distinct areas, which will
accommodate much of the
forecast growth
and change in the Sunshine Precinct – Albion
Precinct, Sunshine CBD and
Sunshine Station.
It is understood precinct planning for Albion
Precinct will be developed over the coming 12
months, with
an opportunity for Council’s
input at key stages.
Council officers have prepared a number of
technical reports, as well as the Sunshine
Priority Precinct 2050 Vision and other key
adopted Council policies to
proactively inform
the
development of the Albion Precinct
Planning.
Sunshine CBD Precinct Planning
The Sunshine Precinct Opportunity Statement
outlines three districts which will
accommodate much of the
forecast growth
and change in the Sunshine Precinct – Albion
Precinct, Sunshine CBD and Sunshine Station.
It
is expected that Council and State
Government will work together to review the
existing Activity Centre Zone controls across
the Sunshine CBD in line with the State
Government’s Precinct Opportunity
Statement, Council’s Sunshine Priority
Precinct 2050 Vision, as well as other key
technical inputs and key adopted Council
policies.

Sunshine Health, Wellbeing and Education
Precinct Planning
Plan Melbourne states that the State
Government will lead the precinct planning
for the Sunshine Health, Wellbeing and
Education Precinct (SHWEP).
The Victorian Planning Authority (VPA) was
previously leading the
precinct planning for
SHWEP, with
Council support, however this
work
has been put on hold.
DoT, VPA and
Council are currently
undertaking a review of this work, in order to
determine how this precinct planning may
proceed to implementation.
Sunshine Energy Park
Sunshine Energy Park is identified as a key
future outcome as part of Council’s adopted
Sunshine Priority Precinct Vision 2050.
Council officers are currently developing a
draft visionary concept for the
future
Sunshine Energy Park, which is expected to be
presented to Council in the first half of the
2022/2023 financial year.
Sunshine Digital Twin
Digital Twin Victoria is a new land use data
platform developed by the
State Government.
Council, DELWP and DoT have jointly procured
detailed built form data to share and use in
the Digital Twin.
This will inform future planning for Sunshine
and help facilitate further collaboration with
State Government and greater use of
common data sets.
More details of how Council has utilised the
platform for Sunshine Transport Precinct will
be reported as
work progresses.
Sunshine CBD Development Mapping
Council officers are currently developing an
online map which tracks all of the
major
development within the
Sunshine CBD from
planning application through to construction.
It is expected that this mapping will be
released in the 2022/2023 financial year.
