Final Annual Budget and Council Action Plan for 2023-2024
Brimbank’s Annual Budget and Action Plan for 2023-2024 has been adopted,
following extensive input from the community.
Brimbank's financially responsible
budget prioritises:
• community health and wellbeing
• improvements to parks, roads, and
town centres
• upgrades to sports and community
facilities
• sustainability projects and
responding to climate emergency.
Over the next year, we will invest $55.9 million
in capital works, services, projects and initiatives
that will help build a Brimbank where people can
thrive, and that we can all be proud of.
We will also deliver 109 actions under the
2023/2024 Action Plan that will help implement
the ‘Together We are Brimbank’ Council Plan, and our
vision for a transformed Brimbank that is beautiful,
thriving, healthy and connected.
The Budget and Annual Action Plan have been
shaped by the thoughts and ideas shared during
Council’s extensive community engagement process
that heard from more than 200 people in the
community, and 155 people online.
The community told us that making Brimbank
‘sustainable and green’ was a priority and this is
reflected in the budget and action plan. Some of
the sustainability initiatives we will deliver include:
• Land rehabilitation at Sunshine Energy Park
and Carrington Drive Reserve
• Solar panels on sports pavilions
• Greenhouse gas emission reduction programs
in Council buildings
• Promoting Food Organics and Garden Organic
(FOGO)
• Installing protective fencing in key grassland
reserves.
Based on your feedback, we also updated the
Annual Action Plan and made changes to the
Budget including:
• $10,000 more for arts and culture programs for
Aboriginal and Torres Strait Islander people
• $150,000 funding to upgrade the kitchen at the
Keilor Sports Club social room
• In principle support for an extra $550,000 for
proposed staged expansion works at the Keilor
Sports Club social rooms. This is subject to a
Council report detailing the budget, timing,
procurement, risk plan and proposed legal
agreement with the club.
Thank you to everyone who provided feedback to
prepare the final Budget and Annual Action Plan.
We look forward to delivering the many programs
and services that will help us continue to build a
strong and resilient community.

The Voice to Parliament
referendum is coming
Later this year, Australians will have their say in a referendum about
whether to change the Constitution to recognise the First Peoples of
Australia by establishing an Aboriginal and Torres Strait Islander Voice.
The Voice to Parliament will be an independent, representative advisory
body for First Nations people.
It will provide a permanent means to advise the Australian Parliament and
Government on the views of Aboriginal and Torres Strait Islander peoples
on policies and laws that affect their communities.
Now is a time where individuals and communities can be involved in
generational change and help shape Australia as a country that respects,
values and uplifts the experiences and voices of our Traditional Owners.
We are a diverse municipality, and the rich history and culture of our
Traditional Custodians is woven throughout Brimbank.
As a Council, we are committed to Reconciliation. We acknowledge we are
on a journey of listening and learning, and we continue to work actively in
partnership with the Traditional Custodians of our land, as well as Aboriginal
and Torres Strait Islander people who make Brimbank their home.
Constitutional recognition will give Aboriginal and Torres Strait Islander
people a voice on matters that affect their lives. This will improve social,
cultural and economic outcomes for First Nations people.
Brimbank Council supports the yes vote
We believe that enshrining the Voice to Parliament in the
Constitution will enrich and benefit Australia.
We have joined councils from across the country to make a joint
public statement of support in favour of this constitutional recognition.
Ahead of this year’s referendum, we are encouraging you to learn
more about the Voice to Parliament.
We have launched our own ‘Together Yes’ campaign, and are actively sharing
information to build understanding, and promoting a yes vote in the referendum.
Building cultural awareness and deepening our understanding is important
at Brimbank and we’re doing a lot to strengthen our relationship with First
Nations peoples.
Council recognises there are different views within the community and
we encourage residents to have respectful conversations.

proposed third runway
1 million reasons to celebrate
Plenty to celebrate at the Brimbank Aquatic and Wellness Centre.
Since opening almost a year ago, the centre has
welcomed its one millionth visitor. Congratulations Effie!
Effie has been a member since 2007 and joined at
the old St Albans Leisure Centre. Effie said she “loves
visiting Brimbank Aquatic and Wellness Centre and has
enjoyed getting to know the staff and members who
attend the facility since it opened in September 2022”.
Award-winning
Our six-star green star energy-rated Brimbank
Aquatic and Wellness Centre is the first all-electric
aquatic centre in Australia. It recently won the
Sustainability Award from Aquatics and Recreation
Victoria, an industry event which honours the
significant contribution of this sector to Victoria’s
wellbeing and physical fitness.
The Brimbank Swim School was also nominated
for the Swim School Award of the Year Award.
Other programs acknowledged at the awards were
the Inclusive Communities @BAWC, the Brimbank
Aquatic and Wellness Centre launch, as well as
Watch around Water Award and the Iraqi Women:
Community Active Living Program.
The centre has co-located venue partners Good
Shepherd Australia New Zealand, CommUnity+
and Distinctive Options, who provide a range of
health and wellbeing services in comfortable and
convenient spaces on the first floor of the building.

Exciting new sports facilities
Keilor Park Reserve and More Park feature new facilities to increase use.
Keilor Park Reserve lighting
The new sportsground lighting on Keilor Park
Reserve Ovals 2 and 4 is expected to significantly
increase participation in multiple sports including
football, soccer and cricket at the site.
The 100 lux lights meet the Australian
competition standards for Soccer and Australian
Rules. The lights are LED and environmentally
friendly.
The project cost $954,148, with Council
contributing $704,148 and $250,000 from
State Government’s Local Sports Infrastructure
Fund 2021.
More Park upgrade
More Park on Esmond Street in Ardeer has had a
complete upgrade of the whole reserve, including a
new sports pavilion, sportsgrounds, floodlighting, a
multi-purpose batting cage, car park and path network.
The sports pavilion is fully accessible, with four new
female friendly change room facilities, along with umpire,
office, kitchen, first aid, social areas and storerooms.
Community groups can use the meeting space located
in the social room of the pavilion during the day,
maximising use of the park and facilities.
The project was completed thanks to a $4,000,000
grant from the State Government’s Community
Sport Infrastructure Stimulus Program. Council
contributed $4,400,000 to the project.
Have your say
on accessing
kindergarten in
Brimbank
Council is seeking feedback on what is most
important to families when accessing a
kindergarten program.
The Victorian Government have announced big
changes to kindergarten as part of the Best Start, Best
Life Reform. The introduction of Three-Year-Old and
Free Kindergarten have already resulted in an more
demand for kindergarten in Brimbank.
We want to understand how these changes will
impact on Brimbank families and what this means for
how we plan and deliver services. We are seeking your
feedback on:
• How the changes to kindergarten will impact how
you plan to access kindergarten and childcare; and
• What most influences your decision when choosing
a local kindergarten.
We will use this information to:
• Review our kindergarten registration and enrolment
policy, including whether new local criteria are
introduced that will further prioritise access; and
• Inform future planning for kindergarten provision in
Brimbank.

Council continues to oppose the proposed
third runway at Melbourne Airport.
The health and wellbeing impacts on
our community are unreasonable and
unacceptable and should be the priority
consideration for the Federal Government.
Don’t wait till it’s too late

So far residents have sent over 500 email letters
to Minister King, via our Third Runway website, to
let the Federal Government know the economic
benefits of a Third Runway should not be at the
expense of community health.

Recent Council action
Council is continuing to advocate on this matter. In June:
• The National General Assembly of the Australian
Local Government Association endorsed a motion
submitted by Brimbank calling on the Australian
Government to establish a compensation scheme
for airport-impacted communities.
• Brimbank Mayor Cr Bruce Lancashire met with
the Hon Catherine King MP, Federal Government
Minister responsible for Transport, asking her to
commission an independent health assessment
of a potential third runway at Melbourne Airport.

Grasslands
Ward update
Albanvale, Cairnlea, Deer Park,
Kings Park, and the western part of
the suburb of St Albans.
New playground for Albanvale
A new playground in Diamond Avenue
Reserve, Albanvale is packed with great
features for everyone to enjoy.
It includes a rock climbing wall, in
ground trampoline, a spring ride, slide,
see-saw, hip-hop and swings. The park
also has new seats and picnic tables
and a drink fountain. It sits among an
emerging urban forest with significant
trees and younger trees planted by
Council, providing a shady place to sit
and play.
The playground was upgraded as
part of Council’s Creating Better Parks
Policy and Plan.
Works continue around
Deer Park train station
This includes installation of the lift
and ramp on the Geelong and Ballarat
bound platform as well as landscaping.
The project is being delivered by the
Victorian Government.
Local art exhibition
Budding artists in the community can
submit artwork for an ongoing art
project titled ‘Re-Present’. The project is
being run by the Hunt Club Community
Arts Centre in Deer Park. It aims to
celebrate the cultural and artistic
diversity of Brimbank.

Ward update
Albion, Ardeer, Brooklyn, Derrimut,
Sunshine, Sunshine North and
Sunshine West.
Pop to the Suffolk Road Shops
The Suffolk Road Shops in North
Sunshine have been upgraded as part
of Council’s annual upgrade of Local
Activity Centres.
The upgrade includes more pedestrian
space and space for outdoor trading
and dining, tree plantings, a safe
crossing point for pedestrians, seating
and new murals by the artist duo,
Creature Creature.
The project was jointly funded by
Council and the State Government’s
Living Local Fund, which supports
local community building projects that
promote social connections, enhance
liveability, and revitalise suburban
shopping strips.
Sunshine is lighting up
The Sunshine Library Projector has
been turned on and displays above the
‘Dai Phat’ building on Hampshire Road,
Sunshine. Projections are best viewed
after sunset and before midnight.
While you’re in the area, have a look
in the Bennett Place windows at
Sunshine Library, at a new installation
“The Wild Flowers of Kororoit Creek”.
This collection of seven native wild
flower images were taken along the
creek by the Friends of Kororoit Creek
volunteers and transformed into a large
scale LED installation.

Our Be Bold Festival returns on Saturday

Ward update
Calder Park, Delahey, Keilor
Downs, Keilor Lodge, Keilor North,
Sydenham and Taylors Lakes, and
the Brimbank part of Hillside.
New Taylors Lakes boardwalk
We’ve built a new pathway and
boardwalk over Taylors Creek at
Cambridge Crescent and Kinnaird Court
ends, connecting the northern and
southern sections of the Taylors Creek
Shared User Path.
The boardwalk is surrounded by
newly planted native vegetation that
protects the natural environment,
providing a greener and cooler space.
These works are supported by
Council’s Walking and Cycling Strategy.
Roseleigh Reserve
playground upgrade
Roseleigh Reserve in Sydenham
has been upgraded with new
fitness equipment and active play
spaces for all ages.
Check out the new fitness stations and
full-sized basketball court, as well as
the new ‘Ninja Warrior Course’.
Calder Park Drive level
crossing update
The completed Sunbury Line Upgrade
brings us another step closer to the
opening of the Metro Tunnel in 2025.
The works include new signal
upgrades, new and upgraded
substations, platform extensions and
new wheelchair access.
Construction has also started on the
Calder Park Drive level crossing removal
and when completed the Sunbury Line
will be boom gate free by 2025.

Council meetings
These are generally held on the third Tuesday of each month at 7pm.
The Council Chamber is open to the public to observe each Council meeting.
Brimbank also live-streams Council meetings via the website and YouTube.
Council will not tolerate any behaviour that threatens the safety of anyone present
in the Chamber during a Council meeting, or which disrupts the ability of Council to
conduct its business on behalf of the community.
The next Council Meeting is on 19 September. The Meeting Agenda can be viewed
on our website on the Friday afternoon before the Council Meeting.

Mayor’s Message
July marked the start of the new financial year,
and in preparation, Council adopted its budget for
2023/2024 in June.
Over the next year, we will invest significantly
in capital works and other services, projects and
initiatives that will help build a Brimbank where
people can thrive, and that we can all be proud of.
The budget is important because it shapes the finances
and delivery of services and priorities for our community.
It provides a blueprint for the delivery of essential services
and infrastructure, including roads and waste services,
sports facilities, libraries and community centres. We also
support community events and organisations, promote
sustainability, provide parks and playgrounds, maintain
and build new community facilities, and much more.
Our focus for this year is on:
• upgrading sports facilities
• road, traffic and footpath improvements
• new parks, playgrounds and gardens
• improvements to community facilities and town
centres, and
• investment in sustainability projects.
We also adopted our Annual Action Plan which
includes 109 actions that contribute towards
implementing the ‘Together We are Brimbank’ Council
Plan, and Council’s vision for a transformed Brimbank
that is beautiful, thriving, healthy and connected.
Council would like to encourage everyone in our
community to learn more about the Voice to
Parliament ahead of this year’s referendum.

Council at recent meetings.
On 20 June 2023, Council:

• Endorsed the draft LGBTQIA+ Action Plan 2023-
2027 for community consultation.
• Endorsed the draft Brimbank Governance Rules for

• Granted a request for “Freedom of Entry” to the

Cadet Unit on 12 November 2023.
• Noted an update on the Sydenham Park Project,
including an update on the implementation of the
Sydenham Park Master Plan and works status.

Virginia Tachos; Urgent action on Bus Reforms

• Received an update on the Heritage Advisory
Committee, and adopted the revised draft Terms
of Reference for the committee.
• Adopted the Supplementary Valuations made by
the Valuer General’s appointed Valuer, in line with
section 13DF of the
Valuation of Land Act 1960
.
• Adopted the return of the General Valuation 2023
for all rateable and non-rateable properties made
by the Valuer-General, in line with the
Valuation
of Land Act 1960
for the purposes of the
Local
Government Act 2020
.
• Endorsed the draft Place Naming Policy, to be
released for community consultation.
• Adopted the Privacy and Health Information Policy.
• Noted and endorsed Council’s Submission to the
Infrastructure Investment Program Strategic Review.
• Noted the Submission to the Parliamentary Inquiry
into the Regulation of Gambling and Liquor Harm
caused by Gambling.
• Endorsed the draft Sports Facility Development
Plan 2023 for community consultation.
• Endorsed a proposed consultation process required to
rename Sydenham Park to an appropriate Aboriginal
name suggested by local Aboriginal groups.

Meet the Brimbank Aboriginal and
Torres Strait Islander Consultative
Committee
This group of Aboriginal Elders and community representatives make up the Brimbank
Aboriginal and Torres Strait Islander Consultative Committee, otherwise known as BATSICC.
BATSICC is a Council appointed advisory group.
It is important to Council as the committee provides
us with knowledge and guidance on Aboriginal and
Torres Strait Islander issues and needs.
The committee’s objectives are to:
• Provide advice on Aboriginal and Torres Strait
Islander communities in Brimbank and inform
priorities for discussion.
• Monitor, review and contribute to the update
of the Reconciliation Action Plan and other
policies relating to Aboriginal and Torres Strait
Islander communities in Brimbank.
• Provide advice on cultural and arts programs
and events, including Sorry Day, Reconciliation
and NAIDOC Week events.

Now in its ninth year, BATSICC meets
quarterly and includes Aboriginal, Torres

a Brimbank Councillor, and co-chaired by an
Aboriginal or Torres Strait Islander community
representative, currently Uncle Shane Charles.

Deer Park Library
turns 30!
Deer Park Library opened in 1993 and this year
celebrates 30 years of welcoming visitors,
lending books, and everything else that
happens in your local public library.
Join us on Thursday 28 September from 12noon
to 3.30pm at Deer Park Library to celebrate the
30th anniversary.
On the day, you can enjoy:

• balloon artist

• tours of the new Makerspace

Lighting the way towards
zero-net emissions by 2030
We’ve ticked off another major project that
is powering us towards achieving zero-net
emissions for Council operations by 2030.
More than 3,500 of Council’s major road street
lights have been replaced with energy efficient
LED technology, under a $3.1 million project.
This will reduce greenhouse gas emissions by 19,000
tonnes CO2-e over 20 years (equivalent to more than
a year of Council’s current overall emissions).
But the benefits don’t stop there. Other great
outcomes from this project include:
• Saving Council more than $10 million in energy
and street light operation, maintenance and repair
charges over 20 years
• A better quality and spread of lights,
which will help improve road safety
• Smart technology included in some of the LED
lights could be used in the future for functions
to dim lights, and monitor surrounding heat and
air quality.
The three-year project is a key action in the Brimbank
Climate Emergency Plan which aims help the
municipality achieve zero-net emissions by 2040.

Designing cooler and greener schools
Council recently worked with two local schools to help them design a ‘climate oasis’
masterplan for each of their schools.
This is especially important as heatwaves are
predicted to increase over summer, and suburban
school playgrounds are likely to be some of the hottest
places in our community on hot days. This is because
of building and human density, asphalt and artificial
turf play areas, lack of mature trees and vegetation
cover at your typical school.
Climate in Oasis in Schools Program
Movelle Primary School and Copperfield College Junior
Campus, both in Kings Park, took part in the Climate in
Oasis in Schools Program.
Almost 60 students from both schools worked with
Council’s Environment Department and landscape
architects from Pollen Studio, to create a masterplan
that would transform their outdoor spaces into a
green and cool climate oasis, with the aim of improving
the school’s liveability and to support local biodiversity.
The students learnt about key concepts including
the climate emergency, urban heat, biodiversity and
the role of urban greening features to help create a
climate oasis.
By including features like plants, permeable soils,
vegetation to replace surfaces like asphalt, schools
can significantly improve the functionality of their
outdoor play spaces in summer.
A climate oasis uses the natural environment to create
an outdoor space that is cool and comfortable during
hot weather.
