Streetscape Upgrades
Princess Street and Main
Road East Laneway Lighting
Lighting upgrades are expected to make the
laneway between Princess Street and Main
Road East safer and more welcoming.
The upgrade includes the installation of
permanent feature lighting. The lighting
will be attached to the entire length of the
Woolworth’s wall, to create a crowning effect.
The lighting will change to create visual interest
and a sense of place. The works are due to start
in early 2024.
This lighting project represents the first stage
of a transformation of the laneway, with
other improvements on the way. These may
include artwork on the roadway and the walls.

East Esplanade
A streetscape upgrade is also planned
for East Esplanade. The upgrade will
create a safer and more attractive
street for pedestrians and shoppers
to walk between the train station and
the shops.
The upgrade includes two new
pedestrian crossing points, upgraded
footpath, increased greenery, street
furniture and banners. The pedestrian
crossing points are proposed across
East Esplanade and Victoria Crescent.

Illegal Sale of Goods
Individuals selling what appears to be stolen goods
from the footpath is an ongoing issue in Alfrieda Street.
Selling
or
buying
stolen goods such as cosmetics,
toothpaste, batteries, underwear and food items is
a serious criminal offence and punishable with up to
five years imprisonment
.
Business operators and staff
are encouraged to inform their
customers of these illegal activities
and discourage them from
purchasing the items.

Town Centre Activations
The Enjoy Local Activation program kicked off during the
September school holidays with roving heroes and villains.
Face painting and balloon twisting will keep the children
entertained at an event in November as part of the Summer
Red Launch next to the library.
Planning for Christmas activities are currently underway
with Santa photos returning again this year and plenty of
roving entertainment spread across the month of December.
Marketing and Business
Development Special Rate
Review
The St Albans Business Association has made a request to
the Brimbank City Council that the special rate be renewed,
so that its program can continue to support St Albans
businesses, encourage commerce and deliver fabulous
events and activities.
At the Council meeting on 19 September, Council resolved
to give notice of its intent to declare a new Special Rate at
its Council meeting in December 2023. All property owners
and business occupiers will have received information
about the Special Rate in late September.

Safety
Everyone has a responsibility to make good
decisions about personal safety.
Key tips to remember:
• Avoid carrying large amounts of cash
• Be aware of your surroundings and the people around you
• Be alert to potential danger
• At night, stay in well-lit areas, preferably where
there are people
• If you feel uncomfortable or threatened, go to
a busy or bright place
Drugs and Alcohol
Drug and alcohol use can contribute to a
range of anti-social and criminal behaviour.

Dumped Rubbish
Dumped rubbish contributes to negative perceptions
of safety and needs to be removed quickly.
Graffiti
Graffiti contributes to negative perceptions about
safety and may cause permanent damage if not
removed quickly. Graffiti removal is an important part
of creating attractive town centres and public spaces.
You can report a crime and suspicious activities
anonymously by contacting Crime Stoppers on
1800 333 000
. Reports to Crime Stoppers can
include reporting graffiti, drug use and public drinking.
Waste Management
Managing waste from businesses is the responsibility
of each individual business. Overflowing bins are not
acceptable and should be addressed immediately. All
bins must be securely closed to avoid waste blowing
away or dumping of more rubbish. Bins should also
include the business name to assist with identification.

We're joining forces with councils across Victoria to assist businesses to
purchase renewable energy and cut their emissions.
The Business Renewables Buying Group is designed to bring together like
minded businesses seeking to switch to 100% renewable electricity. With the
support of Council and an external facilitator, a group of medium and large
sized businesses will work collectively to scale up their buying power whilst
cutting complexity, time, and cost associated with going 100% renewable.
The aim of this program is to create a repeatable and scalable group purchasing
method to support more businesses to join a renewable future. Council is
recruiting for business participants consuming over 500mWh per annum of
electricity and looking to scale up their buying power whilst cutting complexity,
time, and cost associated with going 100% renewable.
The initiative was announced as a winner at the Cities Power Partnership’s
fifth annual national Climate Awards, which recognise the work of local
governments paving the way to a zero-carbon future.
This program is part of many Council projects aimed at supporting our community,
both individuals and businesses alike, to reduce their carbon footprint by
transitioning to 100% renewable energy.

Upgrade Loans
Environmental Upgrade Finance
is a loan for commercial building
upgrades enabled by Council and
repaid via Council rates with no
upfront payments. Upgrades
include solar panels, energy
and water efficiency and waste
management.
How does it work?
Decide on an upgrade project for an
existing building (talk to Council for
help). If you are renting, come to an
agreement with your landlord.
A Council approved lender provides
up to 100% of the project finance,
with low interest rates for long
term loans. Make fixed quarterly
repayment through your rates for
the loan duration.
