About this report
Together we are Brimbank
contains four Strategic Directions and
35 objectives that work towards implementing Council’s vision
for ‘
a transformed Brimbank that is beautiful, thriving, healthy
and connected.’
Each financial year, Council develops an Action Plan which lists
actions against each objective for the year. This financial year
the Action Plan contains 109 different actions.

Cooinda opens
A partnership between Cooinda Community Group and
Council saw the opening of the first dedicated Aboriginal and
Torres Strait Islander Community Centre in Brimbank.
Offering a culturally safe space, the Centre will provide a
diverse range of essential programs focused on
reconciliation, healing and wellbeing.
The Centre has been warmly welcomed as a long-needed
hub where Aboriginal and Torres Strait Islander community
members can connect with culture and share knowledge.

Establishing new local mental health services
Developing social prescribing programs to support people

Appointed a Mental Health and Wellbeing Partnerships Officer for 12
months with funding from Cohealth. The Officer will engage
stakeholders across Council and the community and support linkages
between services and community.
Cohealth and IPC Health showcased their new mental health services
to the Social Justice Coalition Strategic Implementation Group.

Wellbeing Plan, with a focus on primary prevention.
Planned a range of activities for community and Council staff for
Mental Health Week 2023 in October.

Deliver Youth Mental Health First Aid Training to:
Adults to support young people aged between 12 and 18
years
Students in years 10-12 and years 7-9 on how to provide
mental health first aid to their friends.
Undertook planning for the delivery of Mental Health First Aid training
in the coming months. Participating schools will be able to choose
from either face-to-face or online delivery.

Develop the Our Place Program at the Hunt Club Arts and
Community Centre and West Sunshine Community Centre,
as multi-use, outdoor spaces for social connection and
community-led group activities.
Established a partnership with CommUnity+ and Duke Street
Community House and held community consultation and design
sessions to pilot ‘The Village Program’ including the ‘Hunter's Patch’
at the Hunt Club. The co-design sessions informed use of outdoor
space and programs, for example the planting of garden beds,
harvesting and preparing healthy meal options.

Work with Westvale Men's shed users to identify additional
programming options for other men using currently
underutilised outdoor spaces. Create partnerships and
intergenerational skill-share and mentoring models.
Westvale Men's Shed delivered after hours “Woodwork and Connect”
sessions and a diabetes information session this quarter.

Scope and deliver 'Better Together @ BAWC' which will
support residents with chronic health needs from low socio
economic backgrounds to access the Brimbank Aquatic and
Wellness Centre (BAWC).
Recruited 10 Attendant Support Officers to work with people who
have chronic health needs in the delivery of this program at BAWC.
Staff are in the process of identifying suitable Community Care
clients to start the program in the coming months.

Create opportunities to support new communities to engage
in physical activity via the In2Sport program.
Opened applications for In2Sport for the summer season. Approved
33 applications and registered 13 sports clubs to deliver the program.
Council anticipates a large increase in applications after the summer
season commences in October.

women aged 45+. The project will include access to a
specialist family violence support worker for support, advice

Partnered with VU Skills and Jobs Centre, Maternal & Child Health
and MiCare to scope the ‘Your Career Your Way’ program, supporting
women returning to work. The program delivered:
Computing, digital devices and shopping courses to 25 women
from Culturally and Linguistically Diverse (CALD) backgrounds
aged 45 and over
First aid information sessions delivered in English, Vietnamese and
Burmese to more than 40 parents
First Aid training, funded by the Department of Health's ‘More
Help for Mums and Dads’ program, with 60 parents attending and
passing the course.

Finalise the Brimbank LGBTQIA+ Action Plan 2023-2027,

Concluded public consultations on the Draft LGBTQIA Action Plan in
July 2023 with 72 submissions and two petitions received. Key
findings will be incorporated in the final Plan. The Plan will presented
to Council in November for consideration prior to implementation.

As part of the final year of the Safe and Inclusive Brimbank
Strategy 2020-2024, adopt a service coordination approach
to improve wellbeing outcomes and perceptions of safety
across the community.
Co-chaired the Safety and Wellbeing Partnership with Victoria Police.
The focus of the meeting was youth crime prevention.
Met with the Hotspots Working Group to coordinate responses in
identified areas, including Sunshine Activity Centre and Watergardens

Coordinator (NDRC) to build confidence, remove barriers and give
practical, sustainable tools to attract, employ and retain people
with disability. JobAccess also posts Council job vacancies and
supports their candidates to interview for Council positions.
Finalise and complete the co-design process for the Carer
space at the Keilor Downs Community Centre.
Worked with internal and external partners to ensure that the Carer
Space is safe, accessible and welcoming. Furniture and fit out of the
physical space has progressed.

Tackling illegal waste dumping
In an effort to tackle illegal waste dumping,
Council has surveillance cameras located at
dumping hotspots across Brimbank. Incidences
of illegal waste dumping are tracked and data
used to inform surveillance camera locations, as
well as for enforcement.
The Litter Enforcement Camera Program has
demonstrated that where cameras are installed
and enforcement activities undertaken:
there is a measurable decrease in illegal
dumping, and
an improvement in overall attractiveness of
areas.
Success of the program has resulted in Council
being invited to share findings at the Australian
Illegal Waste Conference 2023 in October, as well
as expansion of the surveillance camera program
within Brimbank.

Constructing a new circuit path at Keilor Downs
Recreational Reserve.
The planning and design will occur for Larisa Reserve, St Albans
and a dog off-leash reserve in Delahey, however these are now
likely to be delivered in 2024/2025.

Investigate opportunities to fully enclose playgrounds in the
following suburbs/precincts: Taylors Lakes, Sydenham,
Albanvale, Kings Park/Albanvale precinct, Cairnlea, Derrimut,
Deer Park, Albion/Ardeer precinct, St Albans and Sunshine
North.
This action will also be rolled out where opportunity arises,
through the park upgrade program.
Site assessment being undertaken across Brimbank to identify
sites suitable for fencing. One site has been completed and a
quote is being sought to fully fence Alice's Playspace at Errington

Funded by the Department of Education, the new St Albans Meadows
Kindergarten on School Site and the temporary modular building in

In response to Best Start, Best Life Reform an analysis of local
infrastructure needs, community priorities and key issues is underway.
This will support and inform the update of the Brimbank Kindergarten
Service and Infrastructure Plan - a key planning document developed
by the Department of Education in partnership with Brimbank Council.
Over 500 local families responded to a YourSay survey that sought to
understand what is most important to families when accessing
kindergarten.
Using data analysis, benchmarking and community feedback, a review
of Brimbank's Kindergarten Registration and Enrolment Policy has been
undertaken and is expected to be finalised next quarter. The policy will
come into effect for families who register for kindergarten for 2025.

Advocating for Brimbank
Council is strongly committed to advocating on behalf of our
residents.
Following a very successful 18 months of advocacy where
many of our priorities were achieved, Council has refreshed
our Advocacy Plan for 2023 to 2025.
This Plan will see Council advocating for a range of priorities
including our ongoing opposition to Melbourne Airport’s
proposed third runway, harm from electronic gaming
machines, investing in Brimbank’s major parks and
improving our libraries.

to discuss the new plan.
Over the past 3 months, Council has organised formal meetings
with 8 Members of Parliament, including Deputy Premier
Jacinta Allan (now Premier) to advocate for our top priorities.
At the August 2023 Council Meeting, Motions on homelessness,
the Melbourne Airport Rail and Calder Freeway were endorsed
for consideration at the Municipal Association of Victoria State
Council Meeting in October 2023.
In July 2023, the Victorian Government announced significant
reforms to Electronic Gambling Machine (EGM) operations in
pubs and clubs, addressing a number of Council’s advocacy
initiatives.
In August 2023, Brimbank was chosen by the Victorian
Government as one of 11 Councils to receive funding under the
1st stage of the $210m Safe Local Roads and Streets Program.
Ahead of next year’s State Budget, Council has provided
electorate-specific lists of Council advocacy initiatives to our
five State local MPs for them to consider in their budget bids.

Approximately 600 residents will be surveyed by Metropolis
Research. 150 face-to-face surveys will be completed each
quarter commencing at end September 2023 and concluding at
end March 2024. Following this, results of the CSS will be
analysed and presented to Council.
Council reports annually on the Local Government Performance
Reporting Framework (LGPRF). It is a requirement of the Local
Government Act 2020, and aims to improve the transparency
and accountability of council services and performance. Council
completed the 2022/2023 reporting cycle in July 2023. Results

Continue investigations into the use of Smart Sensor devices
as a way to improve the serviceability and performance of
public infrastructure assets. This includes smart litter bins,
outdoor air quality monitoring, and Parking Overstay
Detection System (PODS).
Council officers are currently preparing to expand the number
of smart litter bin sensors by targeting priority areas within the
municipality.
The project is also investigating the potential benefits of other
types of sensors to help reduce the impacts from climate
change and the urban heat island effect.

Commencing the 'corporate systems uplift' in response to
