Every volunteer makes a difference through their act of kindness.
We value the great work and commitment to create a better
Brimbank, and thank all of our dedicated volunteers for their
service to the community.
Making a difference
In Brimbank, where diversity thrives and community
connections are strong, volunteering is part of life
for nearly 1000 residents.
Whether it’s lending a hand at a local food bank,
teaching someone a new skill, or simply being a
good neighbour, volunteering is a way to build
bridges and create connections across cultures
and generations.
It’s a chance to learn from one another, share
experiences, and make our community a more
inclusive and welcoming place for everyone.
A community of giving
Brimbank resident, Thelma gives her time as a
volunteer in the Council's social support program
where she plays a role fostering connections among
community members. Her dedication helps create a
warm and welcoming environment where everyone
feels supported and included.
Kahan is an enthusiastic helper, who leaves a
lasting impact on our libraries by organising and
tidying up after story time sessions. His dedication
ensures our libraries are welcoming spaces for
everyone to enjoy.
Husband and wife team, Nikki and Sydney have
been volunteering at Brimbank for over a decade,
and generously contribute their time and efforts
to support community events.
Some volunteers help at our local neighbourhood
houses, setting up tables ready for table-tennis
or calling bingo.
Others are involved with our Learner Driver
Mentoring program - L2P.
We also have a group who volunteer at
Brimbank’s Citizenship Ceremonies and assist
with greeting guests, making sure every new
citizen feels especially welcome as they become
part of our community..
Residents can also volunteer at various support
programs within the municipality throughout the
week and weekends.
With this year’s National Volunteer Week theme
‘Something for Everyone’, volunteering in Brimbank
means just that! As well as a variety of options,
it’s about celebrating our differences and finding
strength in our diversity.

Save on energy
use and costs
EnergyTips is a new online resource that
offers simple, yet powerful ways to save
energy and reduce costs for your home
or business.
These tips not only
help improve the
comfort of your
living or working
space, but also provide a simple way to
protect the environment and become
more sustainable.
This tool is designed for residential homes and
small to medium-sized businesses. Whether
you're a homeowner, renter, run a local shop
or restaurant, manage a company or are a
small manufacturer, these insights will help
you cut your energy expenses and improve
operational efficiency.
You’ll find useful advice about buying energy
efficient appliances like fridges, televisions,
computers and more. There are also tips about
how to make the spaces you live and work in
more comfortable and use less power.
This initiative is a collaboration between the
Western Alliance for Greenhouse Action,
including Brimbank City Council, and Geelong
Sustainability. These organisations are
committed to providing valuable insights
and practical solutions to residents and
businesses in Melbourne’s west.

Dumping tyres
damages our
environment
We collected about 8,000 dumped tyres
last year from Brimbank’s waterways, open
spaces and streets. Dumped tyres damage
our environment and hurt our wildlife.
However, if disposed of correctly, tyres can be
recycled for a growing number of uses.
Roads, buildings and pavements are now using
recycled tyre materials in trials across Australia.
If you have old tyres you need to get rid of, you
can include a maximum of four tyres annually
through our ‘At Call’ Hard Waste Collection service.

a booking. All households receive one no-charge
service each financial year, and additional
bookings are available at a cost.
Vehicle or bike tyres should not be placed in
your recycling bin.

It’s a busy time in Brimbank with lots going on in
the community and at Council to make life better
for you now and into the future.
We’re about to start consultation on our Draft
2024/2025 Annual Budget and Action Plan. I
encourage you to visit our Your Say Brimbank
website to look at what is being proposed and
take the opportunity to provide your feedback.
Recently we invited nominations for our We Are
Brimbank Awards, which this year includes our
Citizen and Young Citizen of the Year awards.
These awards recognise and celebrate the
outstanding contributions of local community
leaders, residents, businesses and community
groups across our municipality.
The winners of these awards will be announced
next month at a special ceremony. Look out for
information on the winners in the next edition of
this newsletter.
Our campaign to ‘Fix the Calder’ continues.
We’re calling for State and Federal Government
funding commitments to improve the safety and
congestion on this dangerous road. I urge you to

Help protect
Brimbank’s critically
endangered
grasslands
Brimbank’s grassland reserves are home to
some of Victoria’s most rare and endangered
animals and plants.
Sadly, less than one per cent of these native grasses
and wildflowers remain since colonisation, more than
200 years ago.
We need to protect what is left for the survival of
this area’s unique wildlife and environment.
Native grasslands are carefully managed by our
Environment Department and Brimbank Friends
Groups to keep them healthy and weed free.
This includes activities like planting native plants,
re-introducing lost wildflowers, and seeding
directly. Controlled fires are also used to help
with regeneration and weed control.
Scientists study our grasslands to help learn how
to best manage these areas so that we can enjoy
them into the future.
Help protect our native grasslands
If you live near one of Brimbank’s native grasslands,
there are some things you can do to be a good
grassland neighbour. A few ideas are to:
• include some local native grasses and wildflowers
in your home garden and expand the habitat for
some of our native animals.
• order a green waste bin for disposal of lawn
clippings and garden waste. Do not put green
waste into our reserves.
• join one of our local Friends of Groups who do
an amazing job at events like planting days and
working bees.
• Keep your cat inside at night or build a cat patio to
keep your pet safe at home. It is estimated that a
pet cat kills 75 wild animals each year.

Who can vote in the 2024 Victorian
local council elections?
Meet your new Brimbank Youth Council
Young people can help improve their
community and gain some valuable life skills
by joining the Brimbank Youth Council (BYC).
And that’s just what local student Kha is hoping
to do. Kha is one of 16 young people who
will meet regularly with each other, and with
Brimbank Councillors, to provide a young person’s
perspective on ways to make Brimbank a great
place to live.
“Being part of the Youth Council allows me to
advocate for positive change, address concerns,
and work collaboratively with fellow members to
create initiatives that enhance the wellbeing and
opportunities for young individuals in Brimbank,”
Kha said.
Now in its fifth year, the BYC also works on a project
to create positive change in their community.
Auora is also a member of the BYC and says she would
like to see more ways for young people to have their
say about local issues that affect them.
“I joined the Brimbank Youth Council because I
wanted to be more actively involved in issues and
policy-making around the pressing issues facing my
generation, and the issues we have to negotiate in
the future,” she said.

issues, trends and topics that they would like discussed

Support our call to Fix the Calder. We
need urgent action by State and Federal
Governments to make it safe, get it moving
and to do it now.
The Calder is one of Australia’s most dangerous
roads and safety upgrades are urgently needed.
What needs to be done?
We’re calling on the Federal Government to:
• reassess the project and provide adequate
funding to make the Calder safe.
We’re calling on the Victorian Government to:
• increase its $50m funding commitment
• release the findings and recommendations
of the Calder Park Drive Interchange
business case.

A better ride or walk in
Albanvale
Since the start of 2024, we have spent
$2.9 million on road and pavement
works in Evergreen Avenue, Woodland
Drive and Dover Street, Albanvale. The
works include repair and maintenance,
resurfacing of roads, reconstruction
of the kerb and channel, vehicle
crossings, traffic islands and the
relocation of a school crossing.

Deer Park Station and Bus
Interchange upgrade
Works on Deer Park’s new station, bus
interchange and surrounding public
spaces have been completed, thanks
to the Mt Derrimut Road Level Crossing
Removal Project team. The striking
architecture of the new station boasts
Victoria’s first rail station with a
rooftop garden, delivering a greener,
more sustainable station precinct.
Park makeover
Upgrade works costing $300,000 at
Lowe Crescent Reserve Neighbourhood
Park in Sunshine will be completed in
May. The new features include a multi
play unit, two-bay swing set, accessible
carousel, shelter, picnic table and seat,
half basketball court, circuit path,
kick-about area and tree planting.
Paving the way for better
connections
We’ve invested $150,000 to widen a
section of footpath in Glengala Road,
Sunshine West, to accommodate bikes,
scooters, wheelchairs and prams to
connect the Glengala Road Pocket Park
to the Derrimut Trail.
Sportsground upgrade
Reconstruction works at Ardeer
Reserve in Helene Street are being
completed including new turf, drainage
and irrigation, ground perimeter and
high ball protection fencing, concrete
works and coaches boxes.
‘Shared Spaces’ exhibition
by night
Keep an eye out for projections of
nature including kooky pigeons, flowers,
plum blossom and a local galah on the
rear wall of the Brimbank Community
and Civic Centre in Hampshire Road,
Sunshine from April-June.
Community kitchen upgraded
We’ve spent $200,000 to upgrade
the community kitchen used by Keilor
Playgroup, Keilor Village Kindergarten
and Killeen Street Child Care Centre.
Yet another way we are investing in
the health of our kids.
Neighbourhood playground
improved
Bellara Crescent Reserve playground in
Kealba has a new lease on life thanks
to a $98,000 renewal. Not only have
we replaced play equipment, but
we’ve elevated the site and installed
a new drainage system to prevent
waterlogging during heavy rainfall.
Better transport pathways
As part of the Sunshine Transport
Activation project, we’ve invested
over $40,000 to improve pathways
in Debenham Drive, St Albans. We’re
committed to getting Brimbank
connected and on the move.
Parks waiting to be explored
Horseshoe Bend boasts an amazing
array of parks and playgrounds
from Keilor Botanic Gardens with
its Australian native flora to Alice’s
Playspace at Errington Reserve,
St Albans, with all-abilities access.

New traffic islands
New traffic islands have been
installed at the intersections of
Lillypilly Crescent and at Wattle
Avenue in Kings Park, and Campaspe
Crescent and Buckland Crescent in
Keilor. These improvements are part
of the $1.9 million spend on roads and
pavements in the area to improve
travel for local residents.
Go walking
Green Gully Reserve, Keilor Downs,
has a new 2.5m wide concrete
shared user path.
This path is the continuation of an
existing shared user path through
the reserve, providing a connection
to Denbigh Court and the shared user
path along Taylors Creek.
$1.5 million upgrade to Keilor
Lodge Reserve
Jointly funded by Council and the State
Government, Keilor Lodge Reserve’s
Pitch 3 is now a full-sized soccer pitch
that can be used for competition and
has new lighting on Pitch 1 that will
allow it to be used for night matches.

Council Business
Your elected Councillors meet once a month to debate Council business, set strategic objectives and
make decisions on behalf of the community. Here are some of the key decisions made by Council at
recent meetings.
In February, Council:
• Adopted the Risk Management Policy that
outlines how we will manage risks.
• Authorised entering into a funding agreement
with the State Government for $1.67 million to
construct and seal part of Old Geelong Road,
Brooklyn.
• Endorsed changes to the terms of reference for
the Sydenham Park Consultative Committee,
which included increasing the representation
of Wurundjeri Woi Wurrung Cultural Heritage
Aboriginal Corporation from one to two positions.
• Appointed Councillor delegates to a range
of committees.
• Endorsed a submission to Local Government
Victoria on the Local Government Reforms 2024
Consultation Paper.
• Endorsed the Draft Community Services and
Infrastructure Planning Policy to be released
for community consultation.
• Noted the updated Kindergarten Central
Registration and Enrolment Guideline that
describes our approach to kindergarten
registration and allocation for sessional
Kindergartens.
• Noted the quarterly budget report and statements
for the period ending 31 December 2023
• Noted a quarterly progress report on the
‘Together We are Brimbank’ Council Plan
(2021-2025) Year Three Action Plan.
• Carried six Notices of Motion: Political Party
Membership Registration – raised by Cr Virginia
Tachos; Improving Openness and Transparency –

In March, Council:
• Agreed to proceed with the proposal to sell an
approximate 1,000 square meter parcel within the
land known as Durham Road Car Park in Sunshine,
to the Vietnamese Museum Australia Ltd., for
construction of nationally significant cultural
museum. This followed a period of community
consultation. Council also agreed to proceed with
the design of a ‘Welcome Plaza’ that will celebrate all
refugee and multicultural communities in Brimbank.
• Decided not to go ahead with a proposed
Amendment C214 Development Contributions
levy for new developments to contribute a
proportionate amount to the cost of new, upgraded
or replacement community infrastructure.
• Decided to continue efforts to add the former
Sunshine Technical School to the Victorian Register
despite obstacles, and to make a submission
to the Heritage Council of Victoria, in relation
to the Executive Director of Heritage Victoria’s
recommendation that the former Sunshine
Technical School not be included on the Victorian
Heritage Register.
• Resolved not to proceed with further planning for
sports facilities at Sydenham Park, but progress
negotiations with the State Government for the
allocation of $500,000 funding towards sports facilities
at the site. Work will also continue to determine the
most suitable use of the site in the future.
• Endorsed ‘Yaluk barring Park’ as the preferred new
name for Sydenham Park, following a process of
community consultation, and will lodge the new name
proposal with Geographic Names Victoria (GNV).
• Endorsed the following for community
consultation:
- Draft Arts and Culture Strategy 2024-2028
- Draft Sports Facility Hire, Licences and Leases

• Decided that an update be presented to the
April Council meeting on the Keilor Sports Club

Brimbank’s new electoral boundaries
Our electoral structure will change to a single-member ward structure, before the October 2024
local government general elections.
Brimbank will have a subdivided electoral structure
of 11 wards, each represented by one councillor,
totalling 11 councillors.
This is a result of the Victorian Government putting
into effect the recommendations from electoral
structure reviews for 39 councils to comply with
the
Local Government Act 2020
.
The model endorsed is considered the most
effective at grouping communities of interest
together, with clearer ward boundaries.
We look forward to working with the Victorian
Electoral Commission to implement this model.
Improving
kindergarten access
and inclusion
Our dedicated team is working hard to make
things easier.
Brimbank Council administers a service that provides
a single point for families to apply for a funded
sessional kindergarten place in Brimbank.
We are improving access to sessional kindergarten
in Brimbank, particularly for vulnerable and at-risk
children, through a transparent, consistent and
equitable registration service.
Updated Registration and
Enrolment Guideline
Our new Kindergarten Central Registration and
Enrolment Guideline provides information to families
about how sessional kindergarten places are
allocated. This includes eligibility, priority of access
criteria and the process used to allocate children to
places.
For 2025, additional priority of access criteria have
been introduced including prioritising families who
live within 3km of their preferred kindergarten and
those who have a sibling attending the same centre
that year.
Early Years Outreach Engagement Officers
Brimbank has two Early Years Outreach Engagement
Officers who support Culturally and Linguistically
Diverse families, Koorie children and those needing
additional support to access and participate in
kindergarten.
In 2023, we engaged over 500 families through this
program to ensure their children have the best start
to their education.
Preschool Field Officers
Our Preschool Field Officers (PSFO) funded by
Department of Education, collaborate with early
childhood teachers and educators to facilitate the
inclusion of children with additional needs in state
funded kindergarten programs.
In 2023, Brimbank PSFOs have supported over 400
families by offering consultation, support, resources
and practical advice as required to ensure access and
participation for all children.

Brimbank is getting two new
kinders at Ardeer South Primary
School and Glengala Primary
School. This means that there
will be more spaces available for
free sessional three and four
year-old kindergarten.
Municipal monitors
Two municipal monitors were appointed to Brimbank Council on 13 February 2024 for a period
of 10 months, until 31 December 2024.
The Minister for Local Government, the Hon Melissa Horne MP, announced the appointment which was
made under section 179 of the
Local Government Act 2020
.
The monitors, Ms Janet Dore and Ms Penelope Holloway, are now working with Brimbank Council to help
council better understand its role, improve its performance, and serve the best interests of the community.

Glow ups for our parks and playgrounds
Get to know the gorgeous green space near you.
We are always looking at new ways to breathe new life
into our network of beautiful parks and playgrounds.
Since 2008, we’ve invested more than $50 million
to build or upgrade 151 parks and playgrounds.
Here’s some of what we’ve been working on lately:
Noble Court Reserve Suburban Park

26-45 Noble Court, Sunshine West
The hero piece of this vibrant $905,000 park upgrade
is a brightly coloured, multi-use games court.
There’s a fantastic new children’s playground featuring a
climbing net, mounded slide, climbing frame and swings.
Nature play pieces have been integrated into the
landscape including balance ropes, stepping stones,
rope play, and rocks added for sensory, imaginative play.
Picnic facilities have been refreshed with a new BBQ
and refurbished pavilion and seating.
Looping, painted paths link the new play area into
the surrounding park network, and a fitness trail has
been weaved into the park’s design.
And we are helping kids to get active with a scooter and
cycle track which curves gently through the space.
New landscaping with tree plantings increase
biodiversity and provide more shade, making this
vibrant green space even more eye-catching.
This park was co-funded by Victorian Government’s
Sport and Recreation Victoria under the Local Sports
Infrastructure Fund.
Bellara Crescent Reserve

The play equipment at this neighborhood park
has been replaced, and we’ve elevated the site
and installed a new drainage system to prevent
water-logging during heavy rainfall.
Lowe Crescent Reserve

2 Lowe Crescent, Sunshine
With $300,000 contributed by the Department of
Education, this project is in response to the extension
of the East Sunshine Kindergarten, which required the
removal of existing play infrastructure at this reserve.
We’re putting in a new playground with a multi-play unit,
two-bay swing set, accessible carousel and shelter.
And we’re upgrading a new half basketball court,
adding a picnic table and seat, circuit path, kick-about
area as well as planting trees.
Station Waters Reserve

12B Furlong Road, Cairnlea
Work on this $500,000 park upgrade project will be
completed by the end of April, weather permitting.
We are building a fantastic new playground and picnic
area as well as putting in new fitness equipment and
seating so you can enjoy the very best in health and
wellbeing.
Trees will be planted between May and July to take
advantage of the winter rains.
Staff spotlight - Land Management Officer, Will
Many of Brimbank’s 500-plus indigenous plants and 196 animals are rare, threatened and endangered. Will (pictured) is part of a team at Council
that is working hard to ensure these plants and animals stick around for many generations to come.
What does your average day look like?
One thing I love about this job is that I can’t really
think about what an “average” day, or year for that
matter, looks like.
Depending on the time of year, I could be attending
a prescribed burn or working on notifying our
neighbours about it. I can be out on-site evaluating
whether our land management techniques are
working. I’m also regularly engaging with our
neighbours (Melbourne Water, Parks Victoria, schools,
residents) to see how we can work together (good
land management benefits everyone!).
What do you enjoy most about your job?
The support that I get as a land manager in a highly
experienced team full of people with diverse skillsets.
I’m incredibly lucky because I get to work with people
who have done my job before.
Why did you choose to work in Brimbank?
I love the natural environments of the Victorian
Volcanic Plain (VVP) of which Brimbank is a part.
There’s just so much to learn about the ecosystems
and species on the VVP. Brimbank contains some
of Australia’s and the worlds most threatened
ecosystems and species.
What is your favourite place in
Brimbank’s natural environment?
Taylors Creek in Keilor. The creek contains some
beautiful rock formations, and some ancient red
gums – some of them may be over 350 years old.
Even the trees that are now dead there are
absolutely fascinating. They are full of hollows.
If you just watch them for a couple of minutes,
particularly in spring, you will see all kinds of
parrots and other birds emerge from the trees.
Brimbank Libraries branching out for story time
Brimbank Libraries has successfully secured
a State Government grant of $105,750 to
support multicultural story times for the
next four years, starting in July and running
until June 2027.
Delivered in partnership with external
organisations, multicultural story times will
support literacy, inclusiveness, language
development, cultural awareness, and health
literacy in diverse communities within Brimbank.
Here are two new story times coming soon
to a library near you.
Story time in Samoan and Tongan
We’re partnering with Village Response
Collective, an organisation committed to
improving outcomes for Pasifika communities,
to use Pasifika language and culture to
strengthen community members to become
empowered contributors to society.
Having Samoan and Tongan bilingual story times
will celebrate culture, help improve literacy rates
through hearing cultural stories in traditional
languages and from Pasifika people, and educating
families the importance of early years literacy.
And in Auslan too!
Libraries will be working with Expression Australia, a
not-for-profit organisation created by and for people who
are deaf or hard of hearing to deliver Auslan story times.
A minimum of 80 regular preschool story time sessions
will be interpreted into Auslan to be more inclusive for
deaf and hard of hearing children and their families
in Brimbank. The grant will also be used to purchase
resources, hearing equipment and engage facilitators.

Challenge. Between 26-29 April, compete
in the worldwide City Nature Challenge by
taking pictures of wild plants and animals
in your local area and add them to the

to show the world Brimbank’s amazing

Wang’a’nin (Listen) is a collection of
contemporary Indigenous artworks

Olive oil pick-up day and celebration
day at Werribee
In collaboration with CERES and My Smart
Garden, Olives to Oil is an annual event
bringing people together to harvest olives
and have them pressed communally
into local olive oil. Book a ticket and grab
your family and friends for your own
harvesting day. This event is presented
in partnership with Brimbank, Hobsons
Bay, Maribyrnong and Wyndham Councils.
