Purpose
For Council to note the status of progress towards implementing the Council Plan Action
Plan Year 3 as presented in the attached Quarter Three Progress Report for January –
March 2024.
Officer Recommendation
That Council notes the status of progress towards implementing the Council
Plan Action Plan Year 3 as presented in the attached Quarter Three Progress
Report for January – March 2024.
Background
Adopted in October 2021, ‘Together we are Brimbank’ integrates Council’s Community
Vision, Council Plan (2021-2025) and Municipal Health and Wellbeing Plan.
Implementation of ‘Together we are Brimbank’ is monitored and evaluated through
quarterly reporting of Council Plan actions identified in the Council Plan Annual
Action Plan. End of financial year achievements are published in the Brimbank
Annual Report.
Both these reporting mechanisms are requirements of the
Local Government Act
2020
.
This year (2023-2024) the Council Plan Action Plan contains 109 actions.

The following chart summarises Council’s progress in delivering the actions.
Completed actions:

The ‘Together we are Brimbank’ Council Plan Annual Action Plan Quarterly Report has
been developed for community. The report includes information about the progress of
Council’s 109 actions and service highlights aligned to each of the Council Plan Strategic
Directions.
Links to quarterly action plan progress reports are made available to the public via the
Council Plan webpage on the Brimbank City Council website.

Resource requirements can be met within the Annual Budget 2023/2024.

About this report
The
‘Together we are Brimbank’
Council Plan contains four
Strategic Directions and 35 objectives that work towards
implementing Council’s vision for ‘
a transformed Brimbank that
is beautiful, thriving, healthy and connected.’
Each financial year, Council develops an Action Plan which
lists actions against each objective for the year. This financial
year the Action Plan contains 109 different actions.

Celebrating Cultural Diversity
Council promoted and delivered Cultural Diversity Week activities across
Brimbank from 18 to the 24 March with the theme
“
Our Shared Stories
–
Celebrating Together
.
”
Brimbank communities were invited to join in the
recognition and celebration of the connections that enrich our culturally
diverse community.
Activities included:
Taste of Harmony
at West Sunshine Community Centre.
Community members shared stories that enrich their
community's cultural diversity over a traditional coffee ceremony
and food.
Outdoor Activities at Errington Reserve
, in collaboration with
Project Sunrise, the Centre for Multicultural Youth, Odyssey
House, and state government. This event provided an
opportunity for local multicultural groups to participate in
activities and make new acquaintances, creating networks and
developing a sense of belonging in the community.

Continue to collaborate with coHealth and IPC Health

Establishing new local mental health services
Developing social prescribing programs to support
people presenting to their services with poor
mental health.
The Mental Health and Wellbeing Partnerships Officer has continued
to work with Council departments and mental health and community
support providers to enable and improve access to ‘Brimbank Local’
and other mental health services for adults and older adults. This 12-
month position, funded by coHealth, supports relationships between
services and community.
Further advice about Council’s role in social prescribing programs is
expected as a part of the Victorian Government’s anticipated State
wide Wellbeing Plan (which was due in October 2023). Council
officers are awaiting further updates about the status of this plan to
guide work in this space.
Work is underway to consider and recommend the future strategic
direction of Council action to improve mental wellbeing; with
continued collaboration with CoHealth identified as important.

Mental Wellbeing Plan, with a focus on primary
prevention.
Progressed actions from the Mental Wellbeing Plan, with most on
track for completion. Some actions are beyond Council’s control, for
example the establishment of social inclusion action groups, are yet

Royal Commission report recommendations.

club for delivery of program for the remainder of 2024.
Planning is underway for delivery of the Teen Mental Health First Aid

Community Centre, as multi-use, outdoor spaces for
social connection and community-led group activities.
Partnered with The Green Lab at Iramoo Victoria University to launch

local native grassland plants along with educational materials about

This saw the creation of vibrant murals of diverse stories and

Work with Westvale Men’s shed users to identify

month term in April 2024. The Establishment Committee have
supported the co-design of the space and have informed furniture,

Torres Strait Islander run Community Hub.
This quarter:
Cooinda was successfully incorporated under the Officer of
Register for Indigenous Corporations (ORIC).
Council continued to work with an Aboriginal cultural advisor who
is a respected Elder to provide guidance and insight into
supporting the establishment of Cooinda.
Council engaged with an appointed consultant to support ongoing
governance set-up and support in the set-up of the Centre.
Recruitment for a Cooinda Coordinator is underway.

Working to activate and improve Public Spaces
Activating and improving open public spaces is an important and
continued focus for Council.
Activities this quarter included:

e Noble Court Reserve suburban park upgrade
in Sunshine
West, creating a beautiful green space for play, exercise, and to
connect with other people. Enhancements included a new
playground with nature play opportunities; fitness equipment;
circuit and walking paths; a multi-use court; a sheltered gazebo,
and picnic facilities with BBQ and seating.

Shared User Path Works
at Green Gully Reserve,
Keilor Downs. The path is a continuation of an existing Shared
User Path through the Reserve, providing a connection to Denbigh
Court and the Shared Path along Taylors Creek.

existing playground footprint and the installation of a
drainage system to resolve water-logging issues

This quarter Council libraries:
Investigated self-service options for Collection Lending and Pick
up. This has the potential to provide a library collection access
point for underserviced areas of Brimbank, offering 24/7 self
collect reservations. A report will be provided in Quarter 4 for
consideration
Launched the Eventbrite programs booking platform. The platform
provides a streamlined workflow for library staff in uploading
content. It also makes it easier for community members to book
into events. This resulted in increased attendance to programs and
events
Clocked up 65 ‘super users’ of the Maker Space at Deer Park
library.

Launched Council's new website in February 2024 with improved
accessibility. Accessibility improvements were also front of mind in
redeveloping the updated website menu, and content reviews of all
pages. Council will continue to work with the Disability Advisory
Committee regarding future changes and improvements.
Launched a pilot of a new multilingual tool on the Your Say Brimbank
website in March 2024 which allows automatic translations of project
information on the website. This will improve accessibility of
community consultations online in ten community languages. Council
will monitor the effectiveness of this tool to ensure it meets the
ongoing needs of the community.

Working to
‘
Fix the Calder
’
Brimbank Council has renewed its campaign to ‘Fix the Calder’, calling for
urgent action by State and Federal Governments to make it safe, get it
moving and to do it now.
The removal of the level crossing on the Sunbury train line at Calder Park
Drive started as a result of Council’s earlier advocacy to ‘Fix the Calder,’ but
there’s a lot more work needed.
The project remains a priority in Council’s Advocacy Plan 2023 - 2025 and we
will continue work to secure funding from both levels of government.
Council is partnering with eight other Councils to work on broader advocacy
activities throughout 2024.

Convened the first Social Justice Coalition Strategic Implementation
Group meeting for 2024 in March. Members participated in a group

social justice, diversity, equity and inclusion.
Findings and recommendations of the review will be available June
2024. These will strategically guide Council's future approach,
resulting in a mature, evidence-based model that is responsive to

Council approval for ongoing investment in assets and

Continue investigations into the use of Smart
Sensor devices as a way to improve the
serviceability and performance of public
infrastructure assets. This includes smart litter bins,
outdoor air quality monitoring, and Parking
Overstay Detection System (PODS).
Undertook a feasibility study into the potential benefits of ‘Internet
of Things’ (IoT) technology. As a result some street litter bin sensors
were removed and reallocated to different areas of the municipality
with the aim of better understanding their current use and the
efficiency of Council's standard street litter bin inspection program.
Commenced an analysis of customer data to understand the current
service delivery model and identify ‘hot spots.’ This information will
inform potential future investment into IoT.
