Community Report Card 2023 - 2024
Council’s Homelessness Implementation Plan (the Plan) reflects Council’s
commitment to support people in Brimbank without a home, following
recommendations of the Homelessness Research Report. This Report Card
provides a summary of key achievements over the financial year period.

The Homelessness Protocol continued to be
implemented, providing an integrated, consistent
and flexible process for Council officers to
safely engage and support people experiencing
homelessness. Between 1 July 2023 and 30
June 2024, Council received 105 homelessness
notifications, and where suitable, referred people
to homelessness services.
;
Convened six bi-monthly Hotspots Group meetings,
providing a forum for Council, police and service
providers to support improved health, safety,
amenity and wellbeing outcomes for communities
in identified hotspots in Brimbank, using a holistic
human rights-based approach.
;
Attended Monthly drop-in emergency relief
sessions at the Tin Shed to make Council services
including libraries and early years accessible
through outreach.
;
Identified housing and homelessness as an
advocacy priority in the Brimbank Advocacy Plan
2023-2025.
;
Council libraries provided resources to people
experiencing homelessness. As it is recognised
that people without a fixed address have
limited borrowing rights; access to computers,
charging stations and library cards were
provided to community members at four
locations across Brimbank.

Participated in monthly Assertive Outreach
Network Meetings in the Western region to connect
with homelessness and AOD support services.
;
Lodged a submission to the Federal Government’s
forthcoming National Housing and Homelessness
Plan, advocating for a Housing First model,
assertive outreach and additional funding to the
service system to end homelessness.
;
Participated in the Inter-Council Affordable Housing
Forum with representatives from State and local
government and relevant agencies.
;
Engaged with Homes Victoria, the Community
Housing Industry Association (CHIA) and
community housing providers to discuss
opportunities to increase the supply of community
housing in Brimbank.
;
Promoted Homelessness Week on Council social
media platforms to raise awareness.
;
Supported the Salvation Army Western Metro
Services Homelessness Week event for people
experiencing or at risk of homelessness. Various
Council and external services were in attendance
and attendees were provided with free lunch,
food parcels, hygiene packs, children’s clothing
and live music.
;
Joined the Western Victorian Local Area Service
Network as an associate member to support
collaboration with local services.
;
Libraries supported the Victorian Homelessness
Network’s ‘Houses for Parliament’ Campaign, to
raise awareness about the urgent need for more
social housing in the lead up to Homelessness
Week in August 2024.
