Purpose
For Council to note the status of progress towards implementing the Council Plan Action
Plan Year 4 Quarter 2 as presented in the attached Quarter Two Progress Report for
October – December 2024.
Officer Recommendation
That Council notes the status of progress towards implementing the Council
Plan Action Plan Year 4 Quarter 2 as presented in the attached Quarter One
Progress Report for October - December 2024.
Background
Adopted in October 2021, ‘Together we are Brimbank’ integrates Council’s Community
Vision, Council Plan (2021-2025) and Municipal Health and Wellbeing Plan.
Implementation of ‘Together we are Brimbank’ is monitored and evaluated through
quarterly reporting of Council Plan actions identified in the Council Plan Annual Action
Plan. End of financial year achievements are published in the Brimbank Annual Report.
Both of these reporting mechanisms are requirements of the Local Government Act
2020.
This year (2024-2025) the Council Plan Action Plan contains 81 actions.

been developed for community. The report includes information about the progress of

Fun for all at the Teddy Bear
s Picnic
The 2024 Brimbank Playgroups’ Teddy Bear’s Picnic brought over 150 families together at Sunvale Community Park on October 23 to
celebrate United Nations Children’s Week. With the theme “
Children have the right to a clean and safe environment
,” the event
introduced families to our all-abilities flagship park while fostering family connections and inclusivity.
Families, including 22 from Deer Park and St Albans who enjoyed a lively coach ride filled with songs, joined in the festivities designed
for children aged 0–5 years. Activities were thoughtfully planned by fifty Victoria University students, offering them hands-on
professional development. Students also received certificates of attendance, recognising their contributions.
Highlights of the day included dancing to live Latin music,
creating fresh juice with Bike n’ Blend, and enjoying
performances by the Teddy Bear and Picnic Fairy.
A range of partners and stakeholders provided valuable
resources on playgroups, parenting, and community
services, including:

Library & Neighbourhood House programs
Leisure Services
The event’s success reflects Brimbank’s commitment to
supporting families and promoting accessible, engaging
environments for children of all abilities.

Continued work on Council's approach to promoting mental well-being in
Brimbank. Council officers recently attended the Victorian Government's
Wellbeing Symposium which explored best practice in mental health promotion.

upcoming Municipal Public Health and Wellbeing Plan priorities and potential
collaborations.

services, for example the B-Heard Youth
Support Program.
Maintained on-going partnerships with Sunshine Headspace and local secondary
school well-being teams, school nurses and school mental health professionals to
bolster connections and increase referrals to the Council's B Heard Youth Support
Program. The program provides youth support and counselling services to young
people experiencing a range of challenges and issues including mental health.

Scheduled ASSIST suicide prevention training which will enable our Youth
team to facilitate the SAFE TALK program - a peer led mental health/suicide

Delivered, 56 family violence consultations in situations where family violence
was identified as a risk for the mother. During the consultation Maternal and
Child Health nurses explore the family violence situation using the Multi Agency
Risk Assessment and Management (MARAM) tool. Following the assessment a
safety plan is completed with referrals for support and follow-up appointments.

Completed planning for all Maternal and Child Health and Early Years community

Facilitated the Safety and Wellbeing Partnership - a joint Council and Victoria
Police program that brings together key local agencies to build and maintain a
safe and inclusive community, and support health and wellbeing initiatives in
Brimbank.
The Hotspots (sub) Working Group met in October and December, bringing
together Council, Police, and local service providers to coordinate place-based
safety responses to areas of concern including Sunshine and St Albans town
centres, Errington Reserve and Watergardens Shopping Centre. Ongoing
communication and engagement also occurred with police and local service
providers to ensure that support is provided to vulnerable community members
during various police operations.

A total of 103 participants and carers attended.
Council delivered 14 events as part of the International Day of People with
Disability (IDPwD). This included:

An ‘Abilities Unleashed Sports Day’ at Keilor Basketball Netball

organise, and participate in music and cultural events. The Youth End of
Year Party was attended by 200 young people.

Continued to provide support to Cooinda Aboriginal Corporation during their
establishment phase, with a focus on building cross sector relationships and
connections across the West and with the Department of Fairness, Families and
Housing to fulfill funding obligations. Delivered a range of programs at Cooinda,
including the Elders meeting, youth activities, and open days.

with Australian Vietnamese Women's Association (AVWA)
Promoting the launch of the 'Working Dads: Towards Equal Care Report'
A networking event for staff working in the prevention space
Promoting an online discussion focused on violence against women with
disabilities.
Celebrated International Day of People with Disability (IDPwD), which highlighted
the theme ‘Amplifying the Leadership of Persons with Disabilities for an Inclusive
and Sustainable Future’. Council organised 14 inclusive events during the week
across Brimbank, encouraging participation in activities such as Ezee Tennis,
walking sessions, and creative workshops at local neighbourhood houses. The
Festive Family Fun Day (per 10.1) was designed to be accessible for all, featuring
Auslan interpreters on the stage and sensory rooms to support participants with
hidden disabilities.

Funded six Quick Response Grants in November targeting needs including social
isolation, building social cohesion, and supporting families. Quick Response Grants
aim to fill a gap in funding for emerging or unexpected needs and opportunities
outside of the annual Brimbank Community Grants Program timelines.
Finalised the Annual Community Grants program for 2024, funding 122
applications ranging from festival and events to various community projects
focused on community strengthening, mental health and wellbeing, young
people, seniors’ groups and climate emergency. All applicants have been notified
of the outcomes and project implementation has commenced.

Ensuring vacant land is maintained and safe in Brimbank
Brimbank’s Annual Vacant Land Clearance program took place this quarter with City Compliance Officers carrying out
862
inspections of vacant land. The program supports a safer, cleaner, and more welcoming community and helps to:
Reduce Fire Risks:
Clearing overgrown vegetation lowers the chance of fires, especially in warmer months, keeping people
and properties safe
Improve Health and Safety:
Removing rubbish and weeds reduces pests like rodents and mosquitoes.
Enhance Neighbourhoods:
Clean, well-maintained land looks better and boosts community pride.
Ensure Compliance:
Helps landowners meet local laws for safe, tidy properties.
Protect the Environment:
Prevents illegal dumping and erosion, keeping ecosystems healthy.
Under Brimbank’s Local Laws, vacant landowners are required to
maintain their property in a neat and tidy manner and keep grass,
weeds, and undergrowth at a height less than 15cm. They are
also responsible for the removal of any waste and litter on the
land.
As a result, of the Annual Vacant Land Clearance program, 375
properties were identified as not having met the requirements.
The owners were issued with a notice to comply and given time to
take any corrective actions to make their blocks compliant before
follow-up inspections took place in December.

Upgrading Sunshine Station


In September 2024, Council was pleased to learn of the Federal and Victorian Governments commitment to investing $63.5 million
to begin plans to rebuild Sunshine Station as part of delivering the Melbourne Airport Rail Link.
Council has advocated for this investment over a number of years. Leveraging the Melbourne Airport Rail and other infrastructure
investment offers the potential for a significant number of new jobs across the precinct over the next 30 years (refer
Sunshine
Priority Precinct Vision 2050
).
The new Sunshine Station will include additional platforms, while track and bridge works and signaling improvements will untangle
this complex junction which services both freight and more than 70 per cent of V/Line’s network – including the Geelong, Bendigo
and Ballarat lines. The major upgrade will increase capacity for additional services, including six trains per hour to Melbourne
airport.
These works will be

Station Precinct Masterplan

Super Citizenship Sunday
On December 8, at the Bowery Theatre in St Albans, 540 people from 62 different countries became Australian citizens - a
wonderful reflection of Brimbank’s diversity, highlighting the strength and unity in our community. Citizenship ceremonies celebrate
a citizen’s commitment to Australia and shared values like democracy, freedom, and equality, and mark a meaningful milestone for
many.
Three ceremonies were conducted in total and were attended by the Mayor Councillor Dang, Deputy Mayor Councillor Borg,
Councillor Kruk, Councillor Pham and Councillor Truong. Uncle Shane Charles offered the official Welcome to Country and the event
included a moving performance of ‘I Am Australian’ by guest singer Siyona.

Manse (Ministers House). These acts of vandalism have been
reported to the local Police. Staff will continue to monitor issues
and incidents in the park and take prevention action where
possible.

Performance Reporting Framework (LGPRF). It is a requirement of
the Local Government Act 2020 and aims to improve the

performance. Council completed the 2023/2024 reporting cycle in

website (https://www.vic.gov.au/know-your-council). Full year
results will be reported in the 2024-2025 Annual Report.
