It is a privilege to serve such a dynamic and
inspiring community and I am committed to
leading Brimbank throughout my term as Mayor.
In 2025 we welcome the Year of
the Snake, and I look forward to
the transformative renewal and
growth opportunities ahead for
our community.
We are calling for the urgent
delivery of the Melbourne Airport
Rail and Sunshine Precinct
projects ahead of Melbourne
Airport’s third runway set to
open in 2031. Our ‘Rail before
Runway’ movement is part
of our commitment towards
‘Transforming Brimbank’ into a
thriving metropolitan hub. See
page 8 on how you can be part
of it and make a difference by
writing to our nation’s leaders.
We are continuing to develop our
Council Plan for 2025-2029 with
more opportunities for you to get
involved and share your ideas.

This is my third consecutive term
as your elected representative at
Council. Thank you for putting your

There’s lots of work to do and
plenty of room to improve health,
education, and employment
outcomes in Albanvale and across
Brimbank.
I’m looking forward to doing my
best to help Council achieve its
short, medium and long-term goals
with regards to its Community
Vision 2040.

I arrived in Australia by boat, and I
shall never forget the kindness of
the people who welcomed me after
a very difficult journey by sea. I shall
always strive to repay the kindness,
warmth and generosity that was
shown to me.
I have always been a staunch
advocate for multiculturalism, the
environment and the prevention of
violence against women. I have a long
list of issues which I will do my best to
help improve.
Cr Lucy Nguyen
Brimbank has a deep history of
resilience; from our refugees and
migrants who’ve survived trauma to
journey to a new country to escape
persecution and hardships in hopes
of survival and better opportunities.
I will work to accomplish definite and
concrete local actions to address
climate change and carbon emissions,
such as more diverse green spaces
and green infrastructure, solar farms,
and stronger climate management
strategies.

Cr Maria Kerr
My family immigrated from Italy in the
1950s and my entire family live within
a 5km radius of Keilor Downs.
I am working for more open green
spaces, parks with updated
equipment, better services for the
disadvantaged, a focus on youth, and
the widening of Taylors Road.
I vow to listen to the community, to
respond to queries, to be available,
and to act in the best interests of the
community and municipality.
Cr Joh Bauch
Since getting my first job at the age
of 12, I’ve learned the importance of
hard work and creating safe, thriving
environments for families.
We need to address the issue of
harm from drugs and alcohol, and
loneliness in our communities, which
is contributing to poor mental health
for residents of Brimbank.
In addition to fixing our damaged
footpaths and roads it would be good
to address insufficient street lighting
in some areas.
Cr Katharine Nikolic
I am a lifelong local and proud Westie.
I will work hard to ensure that
our local infrastructure keeps up
with population growth, and that
residents can travel on roads that
are safe.
I will advocate for increasing the
number of functional and green
outdoor spaces, and improvements
to infrastructure, such as footpaths,
an upgrade for Taylors Road,
enhanced local facilities and ensuring
that services adequately meet
resident’s needs.
Cr Ranka Rasic
I’m very pleased to have been re
elected to serve another term on
Council. There is a lot to do in a big,
vibrant city such as ours. We need
more funding for infrastructure
such as an upgraded Calder
Freeway.
We need to continue to invest
in local roads, footpaths and
upgrading local parks so that
our residents can enjoy better
connectivity and fully enjoy what
our great city has to offer.
Cr Thuy Dang –
Mayor
As the child of refugees arriving in
Australia, hopeful to start a new
life, I intend to use my position as
an elected representative of the
community to improve outcomes
for others.
I aim to promote local economic
growth by building connections and
harnessing the diverse strengths of
our community.
I’m always out and about in
Grasslands and love meeting new
people. Listening to you deepens my
understanding of our community and
it’s changing needs and interests.
Cr Duyen Anh Pham
I'm passionate about making
a positive difference in our
community. I’m passionate about the
environment and sustainability and
fostering community.
There are projects underway such
as the Alfrieda Street Masterplan,
St Albans Library upgrade and Alice’s
Playspace renovations, which would
be wonderful to see completed and
in use by community during my term.
I will work to improve safety at
Errington Reserve and solve the
problems of illegal trading on
Alfrieda Street.

7pm in the Council Chamber at the Brimbank Community & Civic Centre,
301 Hampshire Road, Sunshine. They are livestreamed.

The awards recognise and celebrate the outstanding
contribution of our local community leaders, residents,
businesses, and community groups across our
municipality.

Getting ready
for Kindergarten
During Kindergarten Readiness Month in March, Council is running
a series of kindergarten open days and face-to-face information
sessions to help families register their children for kindergarten.
This can help you learn everything you need to know about the
kindergarten registration process for three and four-year-old funded
kindergarten in Brimbank.
Come along and explore your local kindergarten, meet teachers, ask
questions and gather information to help choose which kindergarten
best suits your child. Bookings are not required.
Kindergarten is important
Kindergarten is important for your child’s learning and development in the
years before they start school. It helps children learn essential skills for life.
Three and four-year-old children can access sessional kindergarten for free
or attend an integrated session available in long day care/childcare centres
at low cost.

Registrations for three and four-year-old sessional programs are
administered by Council and can be completed online at

2025 kindergarten registrations opened on Monday 10 February 2025. There
are limited sessional kindergarten places and Council uses a priority of access
criteria that is in line with the Department of Education Central Registration
and Enrolment Scheme Best Practice Guidelines to place children.

Build the Rail before the Runway!
To transform Brimbank into the thriving metropolitan hub Victoria needs it to be, we’re calling on the
Federal and State Governments to build the long-promised Melbourne Airport Rail before the third runway.
Despite being one of Australia’s fastest growing
regions, Melbourne’s west has been short-changed in
government infrastructure funding. To keep up with its
rapid population growth, urgent infrastructure projects
such as Melbourne Airport Rail and the development of
the Sunshine Precinct must be delivered now!
The airport rail project will provide a cost-effective,
time-efficient, and sustainable public transport
alternative for all, and developing Sunshine as a
superhub will stimulate the economy in the west
through tourism, education, housing, shopping,
and business growth.
Despite many government promises over many years,
there’s been next to no progress – no start dates,
no certainty, leaving Melbourne’s west waiting.
With Melbourne Airport’s third runway opening in 2031,
we can expect the already congested Tullamarine
Freeway to be gridlocked.
To show our government we are serious about getting
the west moving we’re launching our Rail before
Runway movement – one of our Transforming Brimbank
priorities, and you can help by sending letters to State
and Federal political leaders.
Community panel workshops
– shaping our city’s future
In December 2024 and February 2025,
community members came together to take part in
workshops to inform the development of our next
‘We Are Brimbank’ Council Plan for 2025-2029.
Coming from different backgrounds and interests
our community shared their hopes for a cleaner,
safer and more connected city. Themes like waste
management, health services, community spaces,
and building stronger connections emerged as top
priorities. They also emphasised the importance
of transparent communication and improved
infrastructure to support a growing population.
The insights from the workshops will help shape
the Brimbank Community Vision, Council Plan, and
other important strategic documents, ensuring that
community voices are at the heart of local decisions.
Community members are encouraged to stay
engaged while Council develops strategies based
on the panel’s feedback to create plans for a cleaner,
safer, and more welcoming community for everyone.
More feedback opportunities
There will be more opportunities for community
feedback in April-May on our draft Annual Budget
Action Plan and Financial Plan. Then in July-August
you’ll have another chance to share your ideas on the
draft four-year Council Plan and 10-year Asset Plan.

Odessa Avenue, Keilor
Downs
– This park upgrade
includes landscaping and new
play equipment. The community
can now enjoy new swing sets,
flying fox, shelter, picnic facilities,
barbeque, drinking fountain,
nature play elements, fitness
equipment, circuit footpath and
a half basketball court.

Brimbank Aquatic and
Wellbeing Centre carpark
extension, Keilor Downs
-
Improvements include 74 new
parking spaces for the busy
leisure centre, three flat top road
humps and new public lighting.

Hamel Street, Albion
-
The intersection at Hamel
Street was closed to traffic to
create a pocket park for the local
community. The works includes
landscaping and the installation
of seating.

Man Lifting Cow, Sunshine
– The famous bronze sculpture
Man Lifting Cow, created in 2016,
is being painted black and white
in early 2025. This is in line with
the original vision of its creator,
world-famous artist John Kelly.
Prominently located in Hampshire
Road, Sunshine, the paint will
also protect the sculpture against
weathering.

Kevin Flint Memorial
Park Reserve, Cairnlea
– This
flagship park is currently being
upgraded and includes playground
equipment, accessibility upgrades
to the carpark and public toilet,
picnic facilities, shelter and
barbeque, full basketball court,
fitness equipment, furniture, and
soft landscaping.

Old Geelong Road,
Brooklyn
- The unsealed
section of Old Geelong is being
upgraded to a paved road with
new drainage, kerb and channel,
concrete crossovers, and
landscaping. This is a $1.6 million
government funded project.

Hume Drive and
Copperfield Drive, Delahey
– This intersection will be
resurfaced over February 2025
to fix ongoing potholes.

Deer Park
– Road humps
are being installed in parts
of Deer Park to improve road
safety. The roadworks will
be within the boundaries of
Robinsons Road, Ballarat Road,
Hamilton Street
and Quinn Street.

Hilma Street, Hall Street,
Mailey Street, Sunshine West
– A project to install road humps
in these Sunshine West streets
received $300,000 funding as
part of the TAC Safe Local Roads
and Streets Program.

Cliff Harvey Lagoon Reserve
is set for an upgrade
After extensive community
consultation, Keilor’s beloved
Cliff Harvey Lagoon Reserve
will receive a major investment
to facilitate a community
centric upgrade.
Locals have shared their feedback
to help improve this treasured
community space, telling us the
reserve is a much-loved and
popular spot for social gatherings.
They highlighted the importance
of upgrading the playground
to cater for various age groups
and abilities, ensuring it stays
inclusive and enjoyable for all.
We’ve listened to what you
told us and created a design
that retains the reserve’s calm
natural character, while providing
exciting features for recreation
and relaxation, including:
• A multi-functional and
adaptable space for activities
including play, picnics and
parties.
• Improved accessibility and
connectivity for various groups
of people.
• Preservation of the open grass
area, valued by the community.
• Play equipment suitable for
a range of age groups and
abilities.
What’s next
Detailed design and approvals
are planned for the 2024-2025
financial year. The works are
scheduled to be completed in
the 2025-2026 financial year.
This upgrade is part of Council’s
Creating Better Parks Policy
and Plan, which delivers quality
parks and open spaces for our
community.

Healthier
waterways
for Brimbank
By removing sediment from
our local water bodies we’re
improving the water quality of
our waterways, creating habitat
for native species, and reducing
flood risk.
Our municipality’s sediment basins
are more than just ponds or lakes.
They play an important role in
catching stormwater, which contain
pollutants, before the water flows
into our waterways. This results in
cleaner water in our creeks, rivers
and Port Phillip Bay. And cleaner
water is vital for the health of
people, wildlife, trees, and plants.
There are 21 dedicated, large
sediment basins located across
Brimbank that feed into our
waterways, and we’re working on
cleaning them up.
The most recent project at Kevin
Flint Memorial Reserve, Cairnlea, is
in its final stages with landscaping
expected to start in February.
We are getting ready to start work on
removing sediment from the basin in
Station Water Reserve, Cairnlea.

Australian Government commits
$500,000 towards Sunshine Energy Park
Council is delighted to welcome
the announcement of $500,000
in Australian Government
funding to transform a former
Sunshine quarry and closed
landfill site into the Sunshine
Energy Park.
This funding is a vital first-step
in bringing our community’s
vision to life and will go towards
critical planning activities, such
as a feasibility study and further
stakeholder consultation.
The Sunshine Energy Park is
envisaged to be a world-class
parkland for Melbourne’s west,
featuring:
• a State-significant stadium and
sports fields
• cycling and walking tracks
• new play spaces
• thousands of indigenous trees,
• a solar farm
• a CERES-style sustainability hub
and
• extensive urban forest and
wetland systems.
This project is the vision of the
Brimbank community — a vibrant
local landmark that brings people
together, while celebrating
Country, sports, recreation,
learning and sustainability.

program and a proud collaboration

Lifesaving technology on Brimbank waste trucks
Council’s waste trucks have been fitted with homegrown technology designed to protect our
drivers and residents from the dangers of accidentally hitting low-hanging overhead cables.
Our waste truck drivers reported the
increasing incidence of low-hanging
cables (telecommunications and
powerlines) when out collecting
waste. This is more common where
cables are not maintained to the
Australian Standard, and when they
sag in the summer due to heat.
Sometimes vehicles can hit them.
This presents as a significant safety
risk that could lead to a driver, or
resident being hurt by electrocution.
Council partnered with the company
ProxyVolt over several months to
create a prototype of a purpose-built
cable-sensing device for installation
on Council’s side-arm waste trucks.
After months of testing on one of

The technology is now being rolled
out on all 25 waste trucks and will
be completed by June 2025.
How it works:
The ProxyVolt WIRE system’s sensor
technology sounds an alarm if it
detects overhead obstructions while
the waste truck’s bin-lifting arm is
emptying bins into the truck. This
warning system allows drivers to act
quickly to stop the truck’s
bin-lifting arm from touching a cable.
The future:
We are excited by the results
of the ProxyVolt WIRE system

across similar vehicles in the
waste collection sector in
Australia, and overseas.

When you separate your food scraps into your green bin
along with garden clippings, they can be turned into compost,
instead of ending up in landfill.
The compost is used on farms and gardens across Victoria
to help grow food again.
More than 60% of Brimbank residents have a food and garden
organics bin. Using your bin correctly for food scraps and
garden clippings means more high quality compost for our
farms and gardens and less waste to landfill.

Pet registration renewals due by 10 April
An important reminder to all pet owners - registration for your
four-legged friends needs to be renewed by 10 April each year.
Registering your animals is part of being a responsible pet owner,
along with having them desexed and microchipped.

essential to reunite pets with
their owners. The annual
registration date is a timely
reminder for pet owners to
update their details if they
have changed address or phone
numbers in the last 12 months.
This helps pet owners
maximise the chances of being
reunited if their furry friends
go missing.
